The following incidents were listed among the official reports of local law enforcement agencies and court clerks. Readers are reminded that an arrest or charge does not constitute a finding of guilt. Only a court of law can make that determination.
BELLEVILLE POLICE
TUESDAY, OCT. 9
9:40 a.m. Juvenile problem --Westfield Manor, 7245 Westfield Plaza Drive. Employees reported several juveniles have been observed trespassing on the lot and damaging their personal vehicle.
9:49 a.m. Criminal damage to property --200 block of East Main Street. Sometime within the past 10 days unknown person(s) damaged a window to the vacant building.
11:27 a.m. Burglary to vehicle -- 300 block of South Church Street. The victim reported sometime overnight, unknown person(s) entered his vehicle by breaking out the driver's side window and property was stolen.
2 p.m. Retail theft -- Walmart, 2601 Green Mount Commons. The suspect was arrested after concealing merchandise and leaving the store without paying for it. The suspect was transported and held pending subsequent charges.
2:07 p.m. Burglary, criminal damage to property -- 2301 W. Main St. Lindenwood security director reported sometime within the last month, unknown person(s) forced entry into the property and removed air conditioners and copper from the building.
7:06 p.m. Attempted burglary to residence -- 1400 block of West A Street. The victim reported when her son returned home he discovered a subject at the bottom of the stairs just inside the back door. The son stated the subject exited the back door and ran toward North 14th Street.
7:38 p.m. Domestic battery -- First block of North 45th Street. The suspect was arrested after he allegedly battered his girlfriend/victim. The suspect was transported and held pending charges.
8:13 p.m. Violation of an order of protection -- 500 block of Sunrise. The victim reported the suspect was sending threatening text messages violating the active order of protection.
ST. CLAIR COUNTY FELONIES
TUESDAY, OCT. 9
Anthony L. Knight, 50, of 7020 State St., East St. Louis, arrested on suspicion of first-degree murder on Oct. 4 by East St. Louis police. Knight allegedly stabbed Anthony Knight Jr. in the abdomen, knowing such act created strong probability of death or great bodily harm, thereby causing his death.
Isaac I. Rudolph, 9804 Olympia St., Belleville, arrested on suspicion of unlawful use of a credit card on Sept. 9 by Belleville police. Rudolph allegedly used an AT&T Universal credit card, without the cardholder's consent, for the purpose of obtaining goods, being merchandise, total value not in excess of $300.
Charles J. Forester, 34, of 40 Louise Lane, Cahokia, arrested on suspicion of retail theft on Aug. 13 by Cahokia police. Forester allegedly took merchandise from Walmart, 1511 Camp Jackson Road, Cahokia, being Blue Ray DVD Players, total retail value in excess of $300.
Odis McGhee, 54, of 2317 Cynthia Drive, Cahokia, arrested on suspicion of retail theft, subsequent on June 24 by Cahokia police. McGhee allegedly took merchandise from Schnuck's, 1615 Camp Jackson Road, Cahokia, being steaks, total retail value not in excess of $300. Defendant had been previously convicted of retail theft on July 23, 2004.
WEDNESDAY, OCT. 10
Brian T. Hubble, 35, of 23 E. Adams St., Millstadt, arrested on suspicion of criminal damage to property on Aug. 1, 2011 by Millstadt police. Hubble allegedly damaged property of Dennis Scharf, at 23 E. Adams St., Millstadt, without his consent, said damage in excess of $300.
Thaddeus R. Fenton, 49, of 1307 W. Main St., Marion, arrested on suspicion of retail theft, subsequent offense on Oct. 9 by Fairview Heights police. Fenton allegedly took merchandise from Walgreens, 6505 N. Illinois St., Fairview Heights, being flashlights and razors, total retail value not in excess of $300. Defendant had been previously convicted of retail theft on May 17, 2006.
Carl L. Collins Jr., 27, of 5400 Rosemont Ave., Washington Park, arrested on suspicion of driving while driver's license is revoked, subsequent offense on Oct. 9 by Fairview Heights police. Collins allegedly drove a white 2005 Cadillac Escalade on Illinois 157 in Fairview Heights, at a time when defendant's driver's license was revoked. Defendant had been previously convicted of driving while license is suspended on Sept. 15, 2010.
Steven B. Powe, 54, of 8 Circle Drive, Fairview Heights, arrested on suspicion of unlawful possession of a controlled substance on Oct. 9 by St. Clair County sheriff. Powe allegedly had in his possession less than 15 grams of a substance containing heroin.

TUESDAY, OCT. 9
Jessica N. Costillo, 24, of Granite City arrested on suspicion of driving under the influence, operating uninsured motor vehicle, two traffic violations by Illinois State Police.
Robert R. Pack, 33, of Belleville, warrant arrest by St. Clair County sheriff.
William H. Hunt, 29, of East St. Louis, arrested on suspicion of two counts of retail theft, criminal trespass to land, possession of cannabis, all other disorderly conduct by Belleville police.
Chris L. Chartrand, 31, of East Carondelet, arrested on suspicion of possession of stolen property by St. Clair County sheriff.
Kenneth E. Lambert, 52, of East Carondelet, arrested on suspicion of domestic battery by St. Clair County sheriff.
Isaac I. Rudolph, 26, of Belleville, arrested on suspicion of credit card fraud, warrant arrest by Belleville police.
Dallas F. McIntosh, 28, of Centreville, arrested on suspicion of first degree murder by St. Clair County sheriff.
Nathaniel L. Ruffin, 48, of Swansea, arrested on suspicion of criminal damage to state supported property by St. Clair County sheriff.
Stetson T. Culpepper, 21, of Cahokia, arrested on suspicion of probation violation by Probation Department.
Walter D. Noble, 31, of Belleville, arrested on suspicion of driving under the influence by Belleville police.
Lawson Mason, 24, of Belleville, warrant arrest by St. Clair County sheriff.
Brian M. Frame, 35, of Belleville, warrant arrest by Belleville police.
Christopher D. Goodman, 39, of Belleville, arrested on suspicion of illegal transportation by New Athens police.
Aaron D. Sherrod, 30, of Madison, arrested on suspicion of possession of a controlled substance by St. Clair County sheriff.
Latasha N. Richardson, 39, of Belleville, arrested on suspicion of operating uninsured motor vehicle by St. Clair County sheriff.
Andreau J. Samm, 31, of Belleville, arrested on suspicion of suspended or revoked driver's license by Belleville police.
MADISON COUNTY SHERIFF
THURSDAY, OCT. 11
Damien T. Brown, 33, of Godfrey, was charged with resisting a peace officer, obstructing a peace officer, driving while license revoked, failure to yield to an emergency vehicle and no rear registration plate lamp. Brown allegedly fled from police at 2:21 a.m. Thursday when a deputy from the Madison County Sheriff's Office attempted to conduct a traffic stop on Cinderella Drive in Cottage Hills. Brown stopped his vehicle and fled on foot. After a short foot pursuit, he was apprehended.
FEDERAL COURT
WEDNESDAY, OCT. 10
Angenita M. Smith, 38, of Alton, Tammy M. Smith, 36, of Alton, and Julieanna Hughes, 32, of St. Louis, Mo., each pleaded guilty in federal district court to filing a false federal income tax return, which carries a maximum possible penalty of up to three years in prison. Additionally, Angenita Smith and Tammy Smith entered guilty pleas to the offenses of conspiracy to impede, impair, obstruct and defeat the lawful functions of the IRS in the ascertainment, computation, assessment, and collection of federal income taxes, which carries an additional maximum possible penalty of up to five years in prison and to making false statements to IRS/criminal investigation agents, which carries an additional maximum possible penalty of up to five years in prison. Sentencing for Angenita Smith and Tammy Smith is scheduled for Feb. 1. Sentencing for Hughes is scheduled for Feb. 8.
