The following incidents were listed among the official reports of local law enforcement agencies and court clerks. Readers are reminded that an arrest or charge does not constitute a finding of guilt. Only a court of law can make that determination.

BELLEVILLE POLICE

TUESDAY, OCT. 23

6:55 a.m. Violations of occupancy -- First block of Christopher Drive. Officers responded to the area of North Belt West near Yale Law Enforcement office building for a report of a subject lying in the roadway. Officers located McKenly Falconer, 26, in a parking lot, he appeared unconscious. Falconer stated he lived on Christopher Drive with his girlfriend. Officers checked the occupancy permit, noting he was not listed as an occupant. Falconer and Christina Ward, 25, were both issued citations for violating occupancy laws.

10:37 a.m. Retail theft -- Schnucks, 110 Carlyle Plaza. The suspect was arrested after taking merchandise from the store without paying for it. The suspect was transported and held pending possible felony charges.

11:50 a.m. Theft --First block of North 98th Street. The property owner reported sometime in the last 24 hours, unknown person(s) stole the air conditioner from the residence.

12:48 p.m. Violation of an order of protection -- 200 block of Freedom Drive. The victim reported her ex-boyfriend/suspect texted her several times after having been served with an order of protection.

4 p.m. Criminal trespass -- 900 block of East Main Street. The victim signed a nontraffic citation against his son/suspect for trespassing, after his son had previously been told he was no longer allowed on the property. His son was gone on arrival.

6:10 p.m. Burglary -- 500 block of East B Street. The victim reported between 10 p.m. Oct. 22 and 6:10 p.m. Oct. 23, unknown person(s) broke a window to gain entry to the residence and property was stolen.

6:15 p.m. Domestic battery -- North 40th Street. The victim reported on Oct. 20 her boyfriend/suspect allegedly struck her in the head, battered her and would not allow her to leave the residence.

6:21 p.m. Retail theft -- Walmart, 2601 Green Mount Commons. Talisa Jones, 19, was arrested concealing merchandise and leaving the store without paying for it. Jones was transported and held pending bond.

7:38 p.m. Theft -- Parking lot, 113 E. Main St. The victim reported she met an subject named David on the parking lot of the St. Louis Bread Co. They sat in her vehicle. After he departed, she discovered her cellphone was missing.

7:44 p.m. Retail theft -- Radio Shack, 48 Carlyle Plaza. The manager reported he noticed a display laptop computer was missing from its display. He observed a male subject near the display prior to the theft.

10:45 p.m. Traffic accident, aggravated driving under the influence, aggravated arrest -- The suspect was arrested at his residence after being released from the hospital. The suspect was arrested for aggravated driving under the influence, leaving the scene of an accident and aggravated battery to a hospital employee. The suspect was transported and held pending charges.

11 p.m. Theft -- 100 block of North 27th Street. The victims reported the suspect has been allegedly stealing property from their residence for the past month. Both victims stated they have retrieved some of their property from the suspect's residence.

Wednesday, Oct. 24

1:07 a.m. Traffic stop, driving under the influence -- Muren Boulevard and Delaware. The driver, Mark T. Minemann, 35, was arrested during a traffic stop after he appeared to be intoxicated and failed field sobriety tests. Minemann was transported and held pending bond.

ST. CLAIR COUNTY FELONIES

WEDNESDAY, OCT. 24

Lisa D. Mitchell, 42, of 4744 Nameoki Road, Granite City, arrested on suspicion of unlawful possession of a controlled substance on June 10 by Fairview Heights police. Mitchell allegedly had in her possession less than 15 grams of a substance containing cocaine.

Vanessa L. Shannon, 44, of 518 N. 36th St., East St. Louis, arrested on suspicion of driving while driver's license is suspended, subsequent on Oct. 23 by Fairview Heights police. Shannon allegedly drove a gold 2005 Chevrolet Impala on Lincoln Highway in Fairview Heights, at a time when defendant's driver's license was suspended. Defendant had been previously convicted of driving while license is suspended on July 2.

Karla S. Withrow, 32, of 54 Acordi Drive, Caseyville, arrested on suspicion of unlawful possession with intent to deliver cannabis, endangering the health of a child on Oct. 22 by Caseyville police. Withrow allegedly possessed with the intent to deliver 30 grams or more but less than 500 grams of a substance containing cannabis. Withrow willfully permitted the health of a male and two female minors, to be endangered in that said defendant possessed with the intent to deliver 30 grams or more but less than 500 grams of a substance containing cannabis in the residence where the children were residing.

David L. Johnson, 28, of 801 E. Fifth St., Cahokia, arrested on suspicion of unlawful possession with intent to deliver cannabis on Aug. 2 by Illinois State Police. Johnson allegedly possessed with the intent to deliver more than 30 grams but less than 50 grams of a substance containing cannabis.

David D. Paraham, 27, of 1701 Anna Rose Drive, Swansea, arrested on suspicion of aggravated domestic battery, domestic battery, subsequent offense on Sept. 28 by Swansea police. Paraham allegedly strangled Jessica Cross, a family/household member, by placing his hand over her mouth and applying pressure to her throat, thereby impeding her breathing. Paraham made physical contact with Jessica E. Cross, a family/houshold member, by slapping her about the head with his hand. Defendant had been previously convicted of violation of an order of protection, subsequent on Jan. 31, 2007.

Alan W. Shoemaker, 57, of 415 E. Adams St., O'Fallon, arrested on suspicion of retail theft under $300, subsequent offense on Oct. 23 by Belleville police. Shoemaker allegedly took merchandise from Schnucks, 110 Carlyle Ave., Belleville, being three children's thermometers, total retail value not in excess of $300. Defendant had been previously convicted of theft, subsequent on Nov. 7, 1996.

Cornell S. Payton, 36 of 1704 Gay St., East St. Louis, arrested on suspicion of unlawful possession of cannabis on Oct. 22 by St. Clair County sheriff. Payton allegedly had in his possession more than 30 grams but less than 500 grams of a substance containing cannabis.

Demarcus L. Jones, 32, of 721 E. Garfield St., Belleville, arrested on suspicion of aggravated battery, driving under the influence of alcohol, driving while driver's license is suspended, subsequent. on Oct. 23 by Belleville police. Jones allegedly made physical contact with Michael Kunde, in that he struck him in the head with his leg. Jones knowingly drove a 2002 Oldsmobile Alero on Mascoutah Avenue in Belleville while the defendant was under the influence of alcohol and during a period in which the defendant's driving privileges were suspended. Defendant had been previously convicted of driving while license is suspended on Jan. 27, 2010.

Tyree L. King, 20, of East St. Louis, arrested on suspicion of criminal trespass to a vehicle by O'Fallon police.

Suzanne E. Rainbolt, 30, of Belleville, warrant arrest by Belleville police.

Detrick A. Robinson, 28, of East St. Louis, arrested on suspicion of resisting, obstructing or disarming a peace officer, warrant arrest by Illinois State Police.

Dorrian D. Austin, 21, of Cahokia, arrested on suspicion of criminal trespass to land, all other disorderly conduct by Caseyville police.

Sierra M. Houghlan, 27, of Fairview Heights, arrested on suspicion of canceled or suspended or revoked license, suspended or revoked driver's license by St. Clair County sheriff.

Terry D. Roy, 46 of Belleville, arrested on suspicion of violation of orders of protection, probation violation by Belleville police.

Vanessa L. Shannon, 44, of East St. Louis, warrant arrest by Fairview Heights police.

Travis L. Schaefer, 36, of Faiview Heights, warrant arrest by East St. Louis police.

Tamnyka T. Farrell, 39, of East St. Louis, warrant arrest by East St. Louis police.

Roderick J. Lewis, 34, of East St. Louis, arrested on suspicion of criminal damage to property, criminal trespass to land, suspended or revoked driver's license by Belleville police.

Joseph M. Swanigan, 19, of East St. Louis, warrant arrest by St. Clair County sheriff.

Cartez W. Thomas, 39, of East St. Louis, warrant arrest by St. Clair County sheriff.

Christopher W. Clark, 24, of Collinsville, warrant arrest by St. Clair County sheriff.

Annette M. Brock, 28, of East St. Louis, warrant arrest by St. Clair County sheriff.

Temika L. Williams, 22, of Cahokia, warrant arrest by Cahokia police.

Tyrone Hill, 35, of East St. Louis, arrested on suspicion of criminal trespass to land, obstructing justie by Cahokia police.

Angel S. Lyons, 26, of Cahokia, arrested on suspicion of all other disorderly conduct, resisting, obstructing or disarming a peace officer by Cahokia police.

Jmon L. Willis, 19, of Cahokia, warrant arrest by Cahokia police.

Joseph E. Harris, 52, of Dupo, arrested on suspicion of delivery or possession with intent by St. Clair County sheriff.

Demarcus L. Jones, 32, of Belleville, arrested on suspicion of driving under the influence by Belleville police.

Alan W. Shoemaker, 57, of O'Fallon, arrested on suspicion of retail theft by Belleville police.

Donnie T. Kite, 29, of Collinsville, arrested on suspicion of battery, aggravated assault, criminal damage to property by St. Clair County sheriff.

Dorman L. Luster, 49, of East St. Louis, warrant arrest by St. Clair County sheriff.

Ericka L. Howard, 22, of Swansea, warrant arrest by Swansea police.
