The following incidents were listed among the official reports of local law enforcement agencies and court clerks. Readers are reminded that an arrest or charge does not constitute a finding of guilt. Only a court of law can make that determination.

BELLEVILLE POLICE

MONDAY, NOV. 19

3:43 p.m. Theft of a trailer -- Glaenzer Electric, 10 Empire Drive. A flatbed trailer was stolen off of the property of Glaenzer Electric.

4:41 p.m. Criminal damage to property -- 1200 block of North 17th Street. The victim reported between 8:15 a.m. and 4:30 p.m., unknown person(s) damaged her front door, possibly in an attempt to force entry to her residence.

8:11 p.m. Unlawful use of debit/credit card -- Circle K. 3801 N. Belt West. The victim reported her debit card was used without her permission.

8:37 p.m. Aggravated assault -- 300 b lock of South 16th Street. The reporting party stated her father/victim told her the suspect allegedly threatened him with a knife. The victim and suspect were not on scene. Officers located the suspect, who was not in possession of a weapon. The suspect had an active warrant out of St. Clair County and was taken into custody, she was transported to the St. Clair County Jail.

9:47 p.m. Traffic stop, unlawful possession burglary tools, possession of cannabis, fugitive arrest -- 7600 block of West Main Street. Street Crimes Officers located a silver Chevrolet Malibu that was a suspect vehicle, wanted in reference to a battery that occurred on Nov. 16. The officers conducted a traffic stop, in which the occupant/suspect was taken into custody. Officers located cannabis and narcotics along with numerous burglary tools in the vehicle. The suspect was transported and held pending further investigation.

TUESDAY, NOV. 20

2:09 a.m. Drunkenness -- League Lounge, 1501 W. Main St., Amanda M. LeGare, 31, was arrested for drunkenness, after she was discovered passed out behind the League Lounge. LeGare refused medical attention and was transported and held pending bond/sobriety.

ST. CLAIR COUNTY FELONIES

MONDAY, NOV. 19

Piotr M. Sulzwski, 38, of 7916 Lawrence Ave., Norridge, arrested on suspicion of aggravated criminal sex abuse, victim 13-17 years of age and criminal sexual abuse by force on Nov. 15 by O'Fallon police. Sulzwski allegedly committed an act of sexual conduct with a female minor; knowingly committed a criminal sexual abuse of a female by force.

Michael J. Winkelmann, 44, of 107 N. Church St., Waterloo, arrested on suspicion of unlawful possession of a controlled substance on Aug. 18 by East Carondelet police. Winkelmann allegedly had in his possession a substance containing oxycodone.

Norman L. Forrest, 58, of 404 S. 10th St., East St. Louis, arrested on suspicion of burglary (two counts) on Nov. 18 by Belleville police. Forrest allegedly entered a part of a building of Terry Matthews, being the basement, located at 321 E. A St., Belleville, with the intent to commit theft therein.

Neidra R. Matthews, 55, of 1107 7th St., Venice, arrested on suspicion of retail theft, subsequent on Oct. 25 by Fairview Heights police. Matthews allegedly took merchandise from Macy's, 200 St. Clair Square, Fairview Heights, being a Polo brand shirt, total retail value not in excess of $300. Defendant had been previously convicted of retail theft on Dec. 27, 2011.

Brian K. Hill, 37, of 1517 Gaty Ave., East St. Louis, arrested on suspicion of unlawful possession of a weapon by a felon and unlawful violation order of protection, subsequent on Nov. 15 by East St. Louis police. Hill allegedly possessed on his person a handgun. Hill knowingly committed an act which was prohibited by the order of protection in that said defendant approached Catina Floore at her place of employment and followed her in a vehicle. Defendant had been previously convicted of Violation of an order of protection on Oct. 2, 2012.

Lisa A. Morris-Hummel, 46, of 4011 Hawthorne Drive, Imperial, Mo., arrested on suspicion of unlawful possession of a controlled substance on Nov. 19 by Swansea police. Morris-Hummel allegedly had in her possession less than 15 grams of a substance containing cocaine.

James T. Papproth, 24, of 1 St. Martin St., Belleville, arrested on suspicion of burglary on Oct. 26 by St. Clair County sheriff. Papproth allegedly entered a motor vehicle, a blue 1998 Chevrolet K3500, of Adam Romero, located at 515 Villa Drive, Belleville, with the intent to commit theft therein.

Larry S. French, 35, of 420 S. 7th St., Caseyville, arrested on suspicion of driving while driver's license is revoked, subsequent and aggravated fleeing and attempting to elude a police officer on Oct. 27 by Caseyville police. French allegedly drove a white and green 1995 Chevrolet Astro on Forest Boulevard in Caseyville, at a time when defendant's driver's license was revoked. Defendant had been previously convicted of driving while license is revoked on Jan. 16, 2009. French knowingly was given a visual signal by a police officer, Gerard Spratt, who was in police uniform and driving a vehicle which displayed illuminated, oscillating, rotating or flashing red or blue lights which when used in conjunction with an audible horn or siren would indicate the vehicle to be an official police vehicle, directing the defendant to bring said white and green 1995 Chevrolet Astro to a stop, willfully fled or attempted to elude the police officer and then willfully fleeing or attempting to elude the police officer, the defendant disobeyed two or more official traffic control devices, being stop signs.

Charles E. Hawkins, 40, of East St. Louis, arrested on suspicion of suspended or revoked driver's license, traffic violation by St. Clair County sheriff.

Jamie S. Butler, 27, of East St. Louis, arrested on suspicion of suspended or revoked driver's license, traffic violation, warrant arrest by St. Clair County sheriff.

Daniel Polites, 22, of O'Fallon, arrested on suspicion of driving under the influence, three traffic violations by St. Clair County sheriff.

Demario S. Garner, 21, of East St. Louis, traffic violation by Illinois State Police.

Demarcus S. Garner, 19, of East St. Louis, arrested on suspicion of theft of $300 and probation violation by Illinois State Police.

Anthony E. Tarvin, 24, of East St. Louis, arrested on suspicion of all other disorderly conduct, resisting, obstructing or disarming a peace officer by St. Clair County sheriff.

Shawn L. Steele, 21, of Cahokia, arrested on suspicion of two counts of resisting, obstructing or disarming a peace officer, traffic violation by Belleville police.

Elwood Lewis, 38, of Alorton, arrested on suspicion of probation violation by St. Clair County sheriff.

tuesday, NOV. 20

Anthony Montez Taylor, 44, of East St. Louis entered a plea of guilty in federal court to possession with the intent to distribute crack cocaine. Sentencing is currently scheduled for March 1, 2013, at which time Taylor faces a minimum sentence of five years to a maximum sentence of 40 years in prison and a fine of up to $5 million.
