The following incidents were listed among the official reports of local law enforcement agencies and court clerks. Readers are reminded that an arrest or charge does not constitute a finding of guilt. Only a court of law can make that determination.

BELLEVILLE POLICE

THURSDAY, NOV. 29

11:42 a.m. Criminal damage to property -- 3700 block of West Main Street. The victim reported an unknown black male juvenile threw a rock at his gray Toyota pickup, putting a small dent in the rear passenger door.

6:24 p.m. Retail theft -- K-Mart, 7230 Westfield Plaza. An employee, Brenda Manuel, 43, was arrested after failing to charge a customer for merchandise. Manuel was transported and released after posting bond.

7:14 p.m. Traffic stop, possession of cannabis -- 200 block of South Belt West. Gary Walthes, 34, was arrested during a traffic stop after officers located cannabis. Walthes was transported and released after posting bond.

10:46 p.m. Domestic disturbance, child neglect -- 1700 block of Mascoutah. Officers responded to the residence and met with the victim, who was highly intoxicated. The victim stated his wife and three daughters hit him during an argument over a cellphone. His wife/suspect and daughters left the residence prior to officer arrival. Officers observed the living conditions in the residence to be unacceptable. The suspect was later located near Walmart, her daughters were located in the vehicle with her. The suspect was arrested for driving while suspended. The suspect and her daughters were transported to headquarters. The juveniles were released to their grandfather. DCFS was notified of the incident.

FRIDAY, NOV. 30

2:40 a.m. Burglary -- Cheap Cigarettes, 314 Sherman. Officers responded to a burglary alarm coming from inside the business. The front door glass had been broken and entry was made into the business. Property was stolen.

8:33 p.m. Armed robbery -- O'Reilly Auto Parts, 4400 W. Main St. Officers responded to an alarm at the business. On arrival employees reported the business had been robbed by an unknown suspect, armed with a handgun. The supect entered the store and forced an employee to give her U.S. currency. The suspect forced the employee to the ground in the office and a second employee to the ground near the rear door. A customer had entered the store and was forced, at gunpoint, to the rear of the store and was also forced to the ground. The suspect fled out the front door of the business.

SATURDAY, DEC. 1

11:45 a.m. Traffic stop, possession of cannabis -- 1200 block of Lebanon Avenue. Officers conducted a vehicle stop on a 2003 Chevy Malibu. The passenger, Karen M. Houston, 44, was found to be in possession of cannabis. Houston was arrested and released with a notice to appear.

12:23 p.m. Domestic battery -- 9000 block of Lebanon Avenue. The victim reported his girlfriend/suspect struck him in the head numerous times with her fist. The suspect was arrested, transported, and held pending further investigation.

SUNDAY, DEC. 2

12:27 a.m. Disorderly conduct -- 200 block of North 45th Street. Officers responded to a 911 call reporting a female on the floor, unresponsive. Officers were met by Steven Forgue, 22, who stated he lived in the residence. Officers made contact with the other resident, who stated Forgue called the police. Forgue stated he didn't call and became irate with officers. Both subjects were intoxicated. EMS arrived on scene and checked the well-being of the second resident and her child. Forgue became upset because officers were at his residence and lunged toward one of the detectives. Forgue was arrested and transported, where he was released after posting bond.

11:12 a.m. Armed robbery -- Cheap Cigarettes, 314 Sherman. An employee/victim reported an unknown suspect entered the business and robbed the business, displaying a handgun. The suspect fled the business on foot.

MONDAY, DEC. 3

12:05 a.m. Domestic battery -- 600 block of West Lincoln. Dispatch received a 911 call from a 10-year-old child reporting her parents fighting. Dispatch then received a second call from the suspect stating he hit his wife. Officers responded to the scene and observed the suspect's wife/victim crying, with a swollen eye. The suspect was placed under arrest, transported and held pending further investigation.

12:33 a.m. Drunkenness -- Circle K, 2709 W. Main St. Officers responded to a report of two intoxicated females approaching customers and refusing to leave the business. Officers made contact with Arica Guy, 42, and Tomeka Smith, 41. Guy and Smith were arrested for drunkenness, transported and held pending bond.

1:08 a.m. Traffic stop, driving under the influence -- Frank Scott Parkway West. Officers observed a black 2009 Toyota Highlander driving with the emergency flashers on, on Illinois 15. The vehicle was observed weaving in the road and broke several traffic laws. The vehicle was stopped and the driver, Julie Walsh, 33, appeared to be intoxicated. Walsh was arrested, transported and released after posting bond.

ST. CLAIR COUNTY FELONIES

THURSDAY, NOV. 29

Ronald A. Webb Jr., 26, of 9500 Mary Ann, Fairview Heights, arrested on suspicion of criminal neglect of a long-term care facility resident. Webb, an employee, a caregiver, of the Cerebral Palsy of Southwestern Illinois Community Integrated Living Arrangement, the Monticello House, a long-term care facility, located at 105 Monticello Place, Fairview Heights, criminally neglected Sara Beatty, a resident, in that said defendant recklessly failed to perform an act that the defendant reasonably should have known was necessary to maintain the health of Sara Beatty, and that failure caused Beatty's health to be injured, in that he failed to secure the seat belt on Sara Beatty's wheelchair while transporting her in it, whereby Sara Beatty fell out of the wheelchair, which caused injuries to her foot.

Davis L. Johnson, 29, of 801 E. Fifth St., Cahokia, arrested on suspicion of unlawful possession of a controlled substance on Oct. 27 by Fairview Heights police. Johnson allegedly had in his possession a substance containing oxycodone.

Maurice D. Shelton, 29, of 1701 O'Fallon St., St. Louis, arrested on suspicion of murder, intent to kill, and injure on Nov. 25 by Illinois State police. Shelton allegedly, without lawful justification, shot Walter Taylor with a handgun, outside a Brooklyn nightclub knowing said act would cause the death of Walter Taylor, thereby causing the death of Walter Taylor.

Gary R. Mattern, 59, of 105 E. Oak, Mascoutah, arrested on suspicion of aggravated assault on Nov. 19 by Mascoutah police. Mattern allegedly, in committing an assault, knowingly pointed a gun at the stomach of Christopher England, thereby placing Christopher England in reasonable apprehension of receiving a battery, knowing Christopher England to be an employee of the city of Mascoutah, engaged in the performance of his authorized duties.

Jerry L. Brenning, 50, of 4528 Schwab Road, Millstadt, arrested on suspicion of domestic battery, subsequent offense and interference in reporting domestic violence on Nov. 16 by St. Clair County sheriff. Brenning allegedly, made physical contact with Lee M. Voelker, a family/household member of the defendant, in that he slapped Lee M. Voelker's face with his hand, then prevented Lee Voelker from calling 911 Emergency Telephone System. The defendant had been previously convicted of domestic battery on Aug. 27, 2007.

FRIDAY, NOV. 30

Lorie A. Brooks, 43, of 3223 Linden Ave., East St. Louis, arrested on suspicion of aggravated domestic battery on Nov. 19 by East St. Louis police. Brooks allegedly caused permanent disfigurement to Wilbert E. Brown, a family/household member, in that Lorie Brooke sliced open the left side of Wilbert Brown's face with a razor blade.

Rodney Ransom, 21, of 17 Goodman of Cahokia, arrested on suspicion of aggravated unlawful use of a weapon and unlawful possession with the intent to deliver cannabis on Nov. 29 by St. Clair County sheriff. Ransom allegedly carried on his person a .22-caliber handgun at a time when he was not on his own land, or in his own abode, or fixed place of business, uncased, loaded and immediately accessible. Ransom knowingly possessed with the intent to deliver more than 10 grams but less than 30 grams of a substance containing cannabis. Defendant had not been issued a current valid FOID Card.

Brandy L. Singh, 31, of 333 S. Broadway, Apt. 1, Centralia, arrested on suspicion of unlawful possession of a controlled substance and driving under the influence on Oct. 4 by Illinois State Police. Singh allegedly had in her possession a substance containing alprazolam. Singh drove a black 1991 Nissan Pathfinder on Interstate 64 in St. Clair County, while there was an amount of a drug, substance or compound in her breath, blood, or urine resulting from the unlawful use or consumption of alprazolam.

Theodore P. Meyer, 49, of 302 Walnut St., Tilden, arrested on suspicion of burglary on Nov. 3 by Freeburg police. Meyer allegedly entered a building of Kevin Kammermeyer, doing business as Subway Restaurant, 830 S. State St., Freeburg, with the intent to commit theft.

Trae D. Crump, 19, of 620 E. Third St., Lebanon, arrested on suspicion of resisitng a peace officer and domestic battery on Nov. 29 by Southwestern Illinois College. Crump allegedly resisted the performance of Christopher Flynn of an authorized act within his official capacity, being the arrest of Elissa Guzman, knowing Christopher Flynn to be a peace officer engaged in the execution of his official duties, in that he knocked Officer Christopher Flynn to the ground, causing injury to Officer Christopher Flynn's arm, and the actions of the defendant were the proximate cause of injury to Officer Christopher Flynn. Crump knowingly made physical contact with Elissa M. Guzman, a family/household member, in that said defendant grabbed Elissa Guzman's chest.
