Why isn't this treason?

When Pfc. Bradley Manning was assigned to the unit in which he gave away all of those classified documents to Wikileaks, he was required to read the National Security Act and sign a statement of acknowledgment of the consequences for a violation. What I want to know is, why he is not being charged with treason and receiving a general court martial capable of imposing the death penalty. I almost forget, his OIC and NCOIC would have to be charged for failing to supervise Manning but I guess they got away. Why is Manning wearing dress blues and not prison garb?

I held a top secret security clearance with a need to know before I retired in February 1987 from the U.S. Army.
