Maybe it's time to add two more dams with locks to raise the Mississippi River to acceptable levels. What I don't understand is why the Army Corps of Engineers manages the reservoirs on the Missouri River. Last year they managed to realize that because of a miscalculation they had to open the flood gates further to prevent a collapse of a dam, causing a Missouri State trooper to lose his life, yet nothing was done to the engineer in charge. Furthermore, I believe the Army Corps of Engineers couldn't manage its way out of a paper bag.
It is time to get rid of the Corps of Engineers, especially since it spends money without impunity or oversight. It can't even get answers for the 60 miles of levees in the St. Louis area.
