It seems like everyone wants to throw St. Clair County Coroner Rick Stone under the bus because he was given subpoenas to deliver when he wasn't licensed to do so.

My question is, why isn't anyone asking who the authority was that was giving these subpoenas to Stone to deliver? Stone is at the bottom of the pile. The people who hired him had to know a person needed a license to do the job. If they didn't know this, how did they get their jobs?
