Parkfield Terrace man charged in shooting death is still on the run

Investigators are searching for a Parkfield Terrace man charged on Sunday with first-degree murder in the shooting death of Sanchez M. Garner.

John L. "Moo Cow" Harris, 24, with the last known address in the 700 block of St. Paul near Cahokia, is accused of the murder of Garner, 29, who was found in the 100 block of Amelia about 7:35 p.m. Friday.

"These two men had an ongoing feud," said O'Fallon Police Capt. Jim Cavins, commander of the Major Case Squad investigating Garner's death.

Harris and Garner have been connected with rolling shootouts that have occurred around Cahokia a few years ago, Cavins said.

"These men have both been named in previous cases as potential suspects or witnesses," Cavins said.

Garner was convicted of unlawful possession of a weapon by a felon in 2006. He completed two years of probation. He was previously convicted in 2002 of burglary and was sentenced to probation.

Harris currently has a pending aggravated unlawful use of a weapon charge in St. Clair County Circuit Court. He is on probation for the felony charge of unlawful possession with intent to deliver cannabis.

"Through the diligent efforts of the investigators, it was in the opinion of the St. Clair County States' Attorney's Office that probable cause existed to issue the warrant," Cavins said. "Major Case Squad investigators have worked tirelessly over the weekend developing the faces of the case and will continue to do so for the next couple of days."

Harris' bail is set at $1 million.

Investigators said Sunday that they believe Harris is armed and dangerous. They encouraged members of the public who may see or know Harris' whereabouts to call Major Case Squad at 825-5200 or Crimestoppers at 866-371-TIPS (8477).
