Take profit out of phone theft

With the latest theft of cell phones at a church service in East St. Louis, it is time for St. Clair County to get into the act. What I propose is for the county to match or exceed St. Louis city's ordinance. It will make stealing cell phones unprofitable, but a change is needed for the buyers of stolen cell phones especially businesses and pawn shops could lose their business licenses and force stiff fines up to and including $1,000 for a first offense that is not reported to police.
