Only the Belleville City Council has the authority to change fees

I would like to know how Belleville can change the occupancy fees and create them and the permit forms without it going through the proper channels. I have found no permit forms in the ordinance.

Fees: First they charge you for adding a name to the occupancy permit; I cannot find in the ordinance where it was set much less how much and when it was deleted.

On Wednesday Mayor Mark Eckert stated that soon after he was appointed mayor he told the Housing Department to stop charging the fee because it's not in the ordinance. Where in the ordinance is the permit form?

Department heads shouldn't be allowed to ignore and make up their own rules. The ordinance as approved by the City Council clearly states what fees can be collected and what personal identifiable information can be collected. This is why we have a City Council.
