A development agreement for a developer that wants the former downtown YMCA in Belleville for office space is on its way to the full City Council for final approval.
The city's Finance Committee on Wednesday voted unanimously to forward a proposed agreement, pending a final review from the city attorney, with Kurt Artinger of Replacement Services LLC.
Artinger also plans to use the space for a business incubator program.
City leaders are considering an agreement that would give Artinger $210,000 in tax increment financing funds for the roof and mold, and $20,000 in sales tax abatement for building materials.
Artinger estimates it will cost up to $800,000 to rehabilitate the building. The agreement requires him to invest at least $500,000 to remodel the facility.
Some aldermen wanted to recommend amending the agreement to allow the city first right of refusal for 20 years instead of 10 in case Artinger sold the building. The motion failed.
