General Manager of Water, Hydro and Irrigation Systems. Public Works director O'Fallon, Water Quality and Water Distribution supervisor/Am Water Co., ILEPA Water Specialist, U.S. Department of State/ U.S. Department of Agriculture Iraq Reconstruction advisor, USAID project manager Egypt Water and Wastewater Projects. Supervised snow clearing operations in the City of O'Fallon during severe winters of 1977/1978, supervised flood protection of Ottumwa, Iowa. Water and hydro during 500-year flood event in 1993 on DesMoines River. Began as laborer in City of Highland and advanced to general manager of Water, Wastewater and Public Works facilities and project manager of international Water and Wastewater projects finishing career as Iraqi government advisor for water, wastewater, roads, electric and agriculture reconstruction for USDOS and USDA. During my 40-year career I have become familiar with all facets of municipal operations and management.
Top issues: Promote open government, control spending, upgrade city ulilities, solicit citizen input, review city contracts thoroughly and treat all citizens fairly.
