The following incidents were listed among the official reports of local law enforcement agencies and court clerks. Readers are reminded that an arrest or charge does not constitute a finding of guilt. Only a court of law can make that determination.

ST. CLAIR COUNTY FELONIES

MONDAY, MAY 20

William E. Mixon III, 64, of 216 Collinsville Ave., East St. Louis, arrested on suspicion of two counts of criminal disposal waste without a permit, waste storage operation without permit, cause or allow open dumping, open dumping causes litter, criminal housing management on or about March 15 by St. Clair County sheriff. Mixon allegedly conducted a waste storage operation in a quantity that exceeds 50 cubic feet of waste at 411 Jefferson St. in Brooklyn without a permit from the IEPA allowing him to do so; knowingly conducted the open dumping of waste, in a quantity that exceeds 250 cubic feet of waste at 411 Jefferson St., Brooklyn; conducted a waste storage operation at 411 Jefferson St., Brooklyn, without a permit from the IEPA; caused or allowed the open dumping of waste upon a property located at 411 Jefferson St., Brooklyn; caused or allowed the open dumping of waste in a manner that resulted in litter at a dump site located at 411 Jefferson St., Brooklyn; and recklessly permitted the physical condition of said residential real estate to become in a condition that endangers the health or safety of persons other than the defendant, in that the defendant allowed the accumulation of trash and debris on the property.

James A. Edison, 28, of 517 E. Schuetz St., Lebanon, arrested on suspicion of aggravated robbery on or about May 7 by St. Clair County sheriff. Edison allegedly, while indicating by his actions that he had a firearm, knowingly took property, being U.S. currency from the presence of Marc Mikeals by the use of force.

Orlando D. Lofton, 42, of 23 Kinney Drive, Shiloh, arrested on suspicion of aggravated domestic battery, and four counts of domestic battery, physical contact on or about May 16 by Shiloh police. Lofton allegedly knowingly strangled Elizabeth Sampson, a family/household member, in that the said defendant intentionally impeded the normal breathing or circulation of the blood of Sampson by applying pressure with his hand to the neck of Sampson; knowingly made physical contact with Sampson, in that said defendant pushed her, causing her head to hit a wall; grabbed her; shook her by her arms; and beat her about her face and body with his hands.

Christopher W. Clark, 24, of 1401 Wabash Ave., Belleville, arrested on suspicion of aggravated battery in a public place and endangering the life and health of a child on or about May 17 by Belleville police. Clark allegedly in committing a battery, and while in a car on Wabash Avenue in Belleville, a public way, knowingly made physical contact with Oteria Seales in that he dragged her out of a 2000 silver Honda vehicle; and willfully permitted the life/health of a male minor, date of birth May 11, 2012, to be endangered in that said defendant purposely slammed on the brakes in a reckless manner, causing his 2000 silver Honda to skid along the road while the male minor was inside the vehicle.

Talynn R. Jackson, 28, of 5 Maplebrooke, Troy, arrested on suspicion of accident with injury on or about May 17 by Fairview Heights. Jackson allegedly left the scene of an accident involving the vehicle she was driving, after that vehicle was involved in an accident at Highway 161 and Old Lincoln Trail in Fairview in which Edward Woesthaus was personally injured as a result of that accident.

Donald Lindsey, 22, of 407 Clarence, Collinsville, arrested on suspicion of aggravated discharge of a firearm and unlawful possession of ammo by a felon on or about May 15 by St. Clair County sheriff. Lindsey allegedly discharged a firearm, a handgun, in the direction of another person, Bryan Szakascl, and knowingly possessed about his person .45-caliber ammunition. The defendant had been previously convicted of burglary on Dec. 7.

Patrick S. McGuire, 47, of 1213 N. Second St., Swansea, arrested on suspicion of criminal damage to property on or about May 17 by Swansea police. McGuire allegedly damaged property of Christopher Davis, a 1994, four-door, white Honda, located at 1213 N. Second St., Swansea, without consent, said damage in excess of $300.

Triston J. Roberts, 25, of 5841 Mitchell St., Centreville, arrested on suspicion of possession of cannabis and unlawful possession of a controlled substance on or about May 18 by Centreville police. Roberts allegedly and unlawfully had in his possession more than 30 grams but less tahn 500 grams of a substance containing cannabis and knowingly had in his possession less than 15 grams of a substance containing cocaine.

Robert J. Perry, 33, 309 N. Fifth St., Upper, Belleville, arrested on suspicion of reckless discharge of a firearm on or about May 18 by Belleville police. Perry allegedly while acting in a reckless manner, discharged a firearm, and in doing so, consciously disregarded a substantial and justifiable risk that the bullet he fired from his .357 revolver out the second floor window of 309 N. Fifth St., in Belleville, would endanger the bodily safety of others living in close proximity in the surrounding residential neighborhood.

Edward L. McKenney, 35, of 1825 Delmar, Granite City, arrested on suspicion of theft, subsequent on or about May 18 by Fairview Heights police. McKenney allegedly took control over property of Jodi Satterlee, being a cellular phone, total value not in excess of $500. Defendant had been previously convicted of theft on Feb. 14.

Lora A. Johnson, 52, of 4219 E. Aldine Ave., St. Louis, arrested on suspicion of retail theft, subsequent on or about May 18 by Fairview Heights police. Johnson allegedly took merchandise from Macy's, 200 St. Clair Square, Fairview Heights, being tops and dresses, total retail value not in excess of $300. Defendant had been previously convicted of theft - subsequent on July 7, 1998.

Stephen W. White, 22, of 5 Sarpy Road C, Shiloh, arrested on suspicion of aggravated robbery on or about May 18 by Shiloh police. White allegedly while indicating verbally to James Williams that he had a firearm, knowingly took property, being one black bag and medication, from the person of James Williams, by threatening the imminent use of force.

Hege R. Pargo, 42, of Collinsville, warrant arrest by St. Clair County sheriff.

Lamarr G. Jones, 22, address unavailable, arrested on suspicion of assault by St. Clair County sheriff.

Jimmie L. Taylor, 41, of Cahokia, warrant arrest by Fairview Heights police.

Deangelo D. Williams, 19, of Cahokia, arrested on suspicion of possession of cannabis and warrant arrest by Cahokia police.

Lavell A. Nash, 44, of St. Louis, arrested on suspicion of domestic battery by Cahokia police.

Cedric M. Jenkins, 34, of East St. Louis, warrant arrest by St. Clair County sheriff.

Alonzo A. Smith, 27, of Washington Park, arrested on suspicion of operating uninsured motor vehicel, no driver's license, driver and passenger seat belt violation and traffic violation by East St. Louis police.

Triston J. Roberts, 25, of Centreville, arrested on suspicion of possession of cannabis by Centreville police.

Robert J. Perry, 33, of Belleville, arrested on suspicion of reckless discharge of a firearm and warrant arrest by Belleville police.

Keith Hannah, 47, of East St. Louis, warrant arrest by East St. Louis police.

Jolene L. Millar, 39, of Trenton, arrested on suspicion of retail theft by Belleville police.

Gage N. Brandt, 20, of Belleville, arrested on suspicion of aggravated assault, illegal consumption by a minor, resisting and obstructing or disarming a peace officer by Belleville police.

Charniqua J. Tate, 21, of East St. Louis, warrant arrest by Shiloh police.

Jacqueline M. Sanders, 54, of Swansea, warrant arrest by St. Clair County sheriff.

Shannon L. Miller, 18, of Belleville, warrant arrest by St. Clair County sheriff.

Dana J. Austin, 52, of Belleville, warrant arrest by Illinois State Police.

Latoya B. Cannon-Cherry, 39, of Alorton, arrested on suspicion of suspended or revoked driver's license by Belleville police.

Lora A. Johnson, 52, of St. Louis, arrested on suspicion of retail theft by Fairview Heights police.

Edward L. McKenney, 35, of Granite City, theft over $300 by Fairview Heights police.

Richard F. Cook, 38, of Granite City, warrant arrest by St. Clair County sheriff.

David W. Darris, 21, of Belleville, warrant arrest by Belleville police.

Edward A. Williams Jr., 52, of Cahokia, arrested on suspicion of operating uninsured motor vehicle, suspended or revoked driver's license and warrant arrest by St. Clair County sheriff.

Michael A. Rutkowski, 53, of Bradenton, Fla., warrant arrest by Fairview Heights police.

Victor Jordan, 52, of Shiloh, arrested on suspicion of battery by Shiloh police.

Lyea N. Clemons, 25, of East St. Louis, multiple warrant arrest by Fairmont City police.

Travis A. Duensing, 31, of Collinsville, warrant arrest by St. Clair County sheriff.

Toiriyan M. Brown, 29, of Granite City, warrant arrest by St. Clair County sheriff.
