Sprague had a sweet deal

When does an attorney serve two masters at the same time and get paid for it? Answer: When you are the city attorney for Belleville and Cahokia at the same time.

During the time Bob Sprague was the city attorney for Belleville and allegedly working at least 1,000 hours a year he was also the village attorney in Cahokia for $100,000 a year during Frank Bergman's time as mayor.

Bergman paid Sprague for a no-show job as village attorney for eight years, which got Bergman his new job in St. Clair County government.
