Shiloh dad arrested after 4-month-old son is hospitalized with injuries

A 20-year-old Shiloh man is facing multiple child-abuse charges after his 4-month-old infant son was admitted to a St. Louis hospital earlier this month.

The infant's father, Randall M. Penn, 20, of the 2300 block of Richland Prairie Boulevard, was charged Saturday with three counts of aggravated battery to a child, all class X felonies; two counts of aggravated domestic battery, both class 2 felonies; and two counts of aggravated battery to a child, both class 3 felonies.

The infant remained hospitalized Monday. Shiloh Police Detective Jesse Phillips described the infant's injuries as "very severe but not life-threatening." Phillips said he couldn't disclose if Penn has any other children.

Shiloh Police Department began its investigation into the alleged child abuse July 15 after being notified by the Illinois Department of Children and Family Services that a 4-month-old child had been admitted to St. Louis Children's Hospital on July 11 with multiple injuries that were possibly received as a result of abuse.

Penn was being held Monday morning in St. Clair County Jail in lieu of $750,000 bond.
