Fairview Heights amends ordinance to allow massage businesses

The Fairview Heights City Council on Tuesday night approved an amendment to the city's development ordinance to allow massage businesses in the city.

The ordinance did not previously address businesses that offer therapeutic massage services in the city. The amendment specifically prohibits "illicit sexual services under the guise of therapeutic massage" and requires the businesses employ only people who are state licensed massage therapists with a license from the Illinois Department of Professional regulation under the state's massage licensing statute.

The city's ordinance was amended to include massage businesses after the council approved a business request to open a day spa, Massageluxe, at 6540 N. Illinois St. The business, which will offer therapeutic massage, is expected to open in early December. While the council approved Massageluxe, council members wanted to be sure to amend the city's code to prevent an influx of less desirable massage parlors.
