Ex-Washington Park officer pleads guilty to thefts from state police

— A former Washington Park police officer pleaded guilty Friday with stealing several police vests.

Jeffrey L. Waters, of Jerseyville, was charged two years ago by St. Clair County State's Attorney Brendan Kelly with two counts of theft related to the theft of nine ballistic vests that belonged to Illinois State Police.

ISP Captain James Morissey presented the case against Waters. According to the criminal complaint, Waters, a part-time officer, on or about Jan. 21, 2011, "while acting in his official capacity knowingly committed the act of theft in that he took nine ballistic vests that were the property of the Illinois State Police."

The total value of the vests was not in excess of $500, the criminal complaint said. The charges amount to a class 3 felony.
