The following incidents were listed among the official reports of local law enforcement agencies and court clerks. Readers are reminded that an arrest or charge does not constitute a finding of guilt. Only a court of law can make that determination.

ST. CLAIR COUNTY FELONIES

THURSDAY, OCT. 10

Jordan R. Lowe, 23, of 427 E. A St., 2, Belleville, arrested on suspicion of unlawful restraint, two counts of domestic battery on or about Sept. 19 by Belleville police. Lowe allegedly, detained Sierra A. Holman, in that said defendant tied up Sierra A. Holman's arms and legs to keep her from leaving his residence at 427 E. A St., Belleville; made physical contact with Sierra A. Holman, a family/household member, in that said defendant slapped her in the face; hit her about her body after tying her arms and legs.

Henry E. Jackson Jr., 31, of 104 N. 27th St., Apt. 1, Belleville, arrested on suspicion of domestic battery, subsequent offense and criminal trespass to residence on or about Oct. 6 by Cahokia police. Jackson allegedly, made physical contact with Katrina L. Jackson, a family/household member, in that said defendant pushed her to the ground with his hands; knowingly entered the residence of Katrina Jackson, located at 513 St. Dorothy, Cahokia, at a time when said defendant knew that one or more persons were present in that residence. The defendant had been previously convicted of domestic battery on Nov. 4, 2005.

Tamika S. Johnson, 3046 Rolla Place, St. Louis, arrested on suspicion of retail theft, subsequent on or about July 2 by Fairview Heights police. Johnson allegedly took merchandise from Gordman's, 81 Ludwig Drive, Fairview Heights, being tops and sandals, total retail value not in excess of $300. Defendant had been previously convicted of forgery on July 25, 2008.

THURSDAY, OCT. 10

Nathan J. Morrow, 33, of St. Louis, arrested on suspicion of probation violation by St. Clair County sheriff.

Daniel A. Hamilton, 26, of Granite City, arrested on suspicion of two counts of driving under the influence, two traffic violations and warrant arrest by Illinois State Police.

Lisa A. Smith, 53, of Collinsville, arrested on suspicion of aggravated battery, probation violation and warrant arrest by St. Clair County sheriff.

Thomas M. Flandermeyer, 24, of Belleville, arrested on suspicion of criminal damage to property by Swansea police.

Marquis B. Orr, 22, of Belleville, arrested on suspicion of domestic battery and warrant arrest by St. Clair County sheriff.

Erica R. Jones, 31, of East St. Louis, warrant arrest by Illinois State Police.

Tony B. Shelwood, 42, of Centreville, warrant arrest by Centreville police.

Trevon D. Scott, 19, of Belleville, warrant arrest by East St. Louis police.

Percy L. Bean Jr., 22, of East St. Louis, multiple warrant arrest by East St. Louis police.

Darrius D. Lasley, 29, of East St. Louis, multiple warrant arrest by East St. Louis police.

Trevon J. Mann, 24, of East St. Louis, arrested on suspicion of criminal damage to property by East St. Louis police.

Samantha H. Canterberry, 29, of East St. Louis, warrant arrest by East St. Louis police.

Chad D. Bramlett, 45, of Belleville, multiple warrant arrest by Belleville police.

Jernice A. Brown, 34, of Cahokia, arrested on suspicion of suspended or revoked driver's license by St. Clair County sheriff.

Chelsea V. Gutgsell, 29, of Smithton, arrested on suspicion of official misconduct by St. Clair County sheriff.

Terrill Whitehead, 21, of East St. Louis, arrested on suspicion of retail theft by St. Clair County sheriff.

Teresa A. Groves, 41, of Cahokia, arrested on suspicion of domestic battery by Cahokia police.

Steven E. Marshall, 28, of Belleville, arrested on suspicion of residential burglary and traffic accidents by St. Clair County sheriff.

Henry E. Jackson, 31, of Cahokia, arrested on suspicion of domestic battery by Cahokia police.

William F. Madison, 59, of Belleville, multiple warrant arrest by Belleville police.

Jimmy L. Allen, 28, of Cahokia, arrested on suspicion of probation violation by St. Clair County sheriff.

Marquesha Clark, 36, of Belleville, arrested on suspicion of two counts of criminal damage to property by Belleville police.

Avery D. Bolden, 59, of East St. Louis, arrested on suspicion of suspended or revoked driver's license by St. Clair County sheriff.

Brian K. Agnew, 51, of Caseyville, warrant arrest by Belleville police.

Paris M. Traylor, 25, of East St. Louis, multiple warrant arrest by St. Clair County sheriff.

Brian M. Brock, 35, of Collinsville, warrant arrest by St. Clair County sheriff.

Jerry E. Shafer, 27, of Collinsville, arrested on suspicion of theft over $300 and multiple warrant arrest by St. Clair County sheriff.

Justin L. Shafer, 20, of Collinsville, multiple warrant arrest by St. Clair County sheriff.

Carlton K. Alexander, 23, of East St. Louis, multiple warrant arrest by St. Clair County sheriff.

FEDERAL COURT

FRIDAY, OCTOBER 11

Jesus Orlando Mendez-Velasquez, 33, a Mexican citizen, pleaded guilty to conspiracy to distribute and possess with the intent to distribute cocaine. He is scheduled to be sentenced Jan. 13. He pleaded not guilty to additional charges of conspiracy to distribute and possess with the intent to distribute methamphetamine and interstate travel in support of racketeering. He is scheduled for trial on those charges on Nov. 4. He faces deportation after he completes any prison sentences.
