Congress can giveth, taketh

Within just a few months after Obamacare was passed into law and before the Supreme Court modified it so it would be constitutional, the home health care visits for the elderly were found to be too expensive so these benefits were simply defunded.

The current brouhaha makes no sense.

The poor elderly deserve what they are getting. The did not rise up and oppose this change to the law. They simply remained silent.

Nevertheless, it takes away the false notion that the entire program cannot be defunded by Congress. They do not need permission to do this. The approval of the president is not required.

The sad truth is that since Congress funds everything the government spends, lawmakers can defund anything they feel like defunding and that is the end of the matter.
