Will the rules for presidents stay the same?

The president has been handing out waivers for his health care law that he signed into law. His supporters seem to be OK with that. I think it qualifies as a line-item veto, which is not a law.

I have one question for these supporters:

If you are OK with the president making the decisions on who gets exemptions, will you still be OK if a President Christie or a President Paul gives an exemption to every person and business in the country?
