Check those pitchers' gloves

Why is it that cheating is still allowed in major league baseball? How many games were pitched by John Lester and in how many did he use a foreign substance inside his glove to give him an advantage (cheating)? If baseball is ever going to clean up its act to prevent cheating, pitchers like John Lester need their gloves inspected by umpires before every game they pitch and also review all videotapes of previous games in cold weather where he said he has trouble holding the baseball, grip, taking away every win where it was used.
