Fairview Heights sex offender pleads guilty to failing to register

A Fairview Heights man on Tuesday pleaded guilty in federal court in East St. Louis to failing to register as a sex offender.

Otto W. Jean, 59, faces up to 10 years in prison and will be sentenced April 7.

Jean admitting he did not register as a sex offender violation between November 2011 and June 2013. Jean was required to register as a sex offender under both Illinois law and the Sex Offender Registration and Notification Act due to a 2000 conviction of statutory sodomy in St. Louis. Jean moved from Missouri to Fairview Heights in November 2011 and did not register as a sex offender when he moved.

Jean was contacted by the Fairview Heights Police Department on June 6 for non-compliance. He admitted to not having registered as a sex offender in Illinois.
