A Belleville area man has been charged with stabbing another man in the neck with a pair of scissors.

Charles L. Phillips, 56, of 5743 Memory Lane, was arrested Wednesday by the St. Clair County Sheriff's Department and charged Friday by St. Clair County State's Attorney Brendan Kelly's office with aggravated battery with a deadly weapon and domestic battery/prior.

The stabbing happened about noon Wednesday in the 5700 block of Memory Lane near Belleville. Sheriff's Deputy Patrick York responded to a call about a person who had been stabbed in the neck. When he arrived, he found the victim and the victim told him Phillips had stabbed him with a pair of scissors during an argument, according to the police report.
