Toddler helps county decide order of candidates on primary ballot

News-DemocratDecember 11, 2013

A toddler's grasp has determined the order of candidates in eight races on the ballot for the March 18 general primary election in St. Clair County.

Eighteen-month-old Skylar Barnes, held aloft by her mother Caitlyn Barnes, drew lettered capsules from inside a shallow box Wednesday at County Clerk Tom Holbrook's office.

The letter of the capsule, A or B, related to the placement of candidates on the ballot. The lottery was needed because the candidates filed their petitions at the same time last month.

The results of the lottery include:

Democratic County Board Member for District 2: Joan McIntosh listed first and Edith A. Moore appearing second.

Democratic Precinct Committeemen for Centreville Township, Precinct 2: Richard R. Duncan listed first and Joe B. Morgan appearing second.

Democratic Precinct Committeemen for Centreville Township, Precinct 23: Mark C. McClelland listed first and Darrell J. Bolden Sr. appearing second.

Democratic Precinct Committee for Centreville Township, Precinct 26: Jeffery Kent Radford Sr. listed first and Jeanette R. Perkins appearing second.

Democratic Precinct Committee for East St. Louis, Precinct 1: Sherwin "Herc" Haywood listed first and Michael "Rump" Roberts appearing second.

Democratic Precinct Committee for East St. Louis, Precinct 12: Frank C. Smith listed first and Kim I. Haywood Sr. appearing second.

Democratic Precinct Committee for East St. Louis, Precinct 14: Jesse L. Davis listed first and Tyrone Bills Sr. appearing second.

Democratic County Board member for District 2: Rickie Thomas listed last and Harry Hollingsworth appearing second to last.
