Chained Dog Dies in Cold

A chained dog near the intersection of South 23rd and South Belt West in Belleville died during the recent extreme cold temperatures. The dog's owner was arrested and charges are being pursued after the animal died from being left out in the coldest weather in 30 years, St. Clair County Sheriff Rick Watson said.
