Two arrested after woman found dead in U-Haul van

Police investigating the death of a 42-year-old woman have arrested two men on unrelated charges.

Frances M. Ragan, of East Alton, was found dead Saturday inside a U-Haul van in South Roxana. An autopsy did not reveal any signs of violence or trauma, according to police.

While investigating Ragan's death, police announced Wednesday they arrested Jeremy Loraine and Robert Stoces.

Loraine was arrested Tuesday in the 400 block of Ohio Avenue in South Roxana for retail theft and two counts of battery and failing to register as a sex offender, according to police.

Stoces was arrested about 3 p.m. Wednesday outside his residence for violating his parole. Police say Stoces was serving parole for a previous conviction of manufacturing methamphetamine.

Investigators are awaiting toxicology reports regarding Ragan's death in order to present the case to the Madison County State's Attorney Office.
