East St. Louis man charged with murder

— A 20-year-old man accused of shooting to death a 49-year-old East St. Louis man was charged with first-degree murder.

Montrell Spencer, of 1624 N. 23rd St., was charged by the St. Clair County State's Attorney on Wednesday and Circuit Judge Randy Kelley set bail at $1 million.

Spencer was being held at the St. Clair County jail.

The victim, Leon Lucas Jr., of 1408 N. 40th St., was killed Feb. 22 during an altercation at 23rd Street and Gross Avenue in East St. Louis.

Spencer was arrested in the 500 block of Veronica Avenue on Monday.

Officers Michael Lambeau and Luther Woods were dispatched to Veronica Avenue to investigate a domestic disturbance. Spencer was arrested on suspicion of domestic battery.

While Spencer was in custody, officers learned he was a suspect in connection with Lucas' death.

Police Chief Michael Floore said Lambeau and Woods did a fantastic job. They went there to investigate a domestic battery but good and thorough police work led to the homicide charges against the suspect.

He also thanked the Illinois State Police officers who helped with the investigation.

Assistant State's Attorney Daniel Lewis of the State's Attorney's Violent Crimes Unit reviewed and charged the case.
