In cooperation with St. Clair County State's Attorney Brendan Kelly, Sheriff Rick Watson and U.S. Attorney Stephen R. Wigginton, we have established a reporting system to assist the public in reporting violations of the voting process in the county. This is the first-ever integrated system established to report violations of the voting process in St. Clair County. This system was put into place in late February and we plan to use it in all future elections.
Persons may e-mail their complaints to VoterIntegrity@co.st-clair.il.us, or provide written correspondence to the St. Clair County Clerk's Office, Attention: Election Department, 10 Public Square, Belleville, IL 62220, or call the hotline at 618-825-2366. All e-mails received will be sent to the U.S. attorney, the county state's attorney, sheriff, and county election department automatically. All letters and complaints filed by phone at the election department will be documented, scanned and automatically distributed through the same voter integrity e-mail system.
Our new voter integrity hotline is an integral part of providing a fair and open election process here in St. Clair County. I want to thank Wigginton, Kelly and Watson for participating in this effort.
Kelly, assistant state's attorneys and investigators will be dispersed to polling places during voting, and at the St. Clair County Board of Elections and East St. Louis Board of Elections during tabulation. Kelly recently convicted two defendants for felony and misdemeanor violations of the Election Code and has two more cases pending related to the last election.
Watson has assigned sheriff's deputies to investigate complaints as they come in.
The primary election today and the Nov. 4 general election include candidates for federal office. Consequently, the U.S. Department of Justice has concurrent jurisdiction.
