The following incidents were listed among the official reports of local law enforcement agencies and court clerks. Readers are reminded that an arrest or charge does not constitute a finding of guilt. Only a court of law can make that determination.

ST. CLAIR COUNTY FELONIES

MONDAY, APRIL 21

Jason B. Kulhman, 39, of 125 St. Louis Road, Collinsville, arrested on suspicion of driving while under the influence with suspended license on or about April 18 by St. Clair County sheriff. Kulhman allegedly, drove a white 2001 Jeep Cherokee on Highway 159 in Swansea, while the defendant was under the influence of alcohol and during a period in which the defendant's driving privileges were suspended.

Tyrone Wingate, 45, of 747 N. 61st St., East St. Louis, arrested on suspicion of retail theft subsequent on or about April 17 by Cahokia police. Wingate allegedly, took merchandise from Walmart, 1511 Camp Jackson Road, Cahokia, being baby formula, total retail value not in excess of $300. Defendant had been previously convicted of Theft on Nov. 18, 1992.

Yolanda R. Travis, 37, of 4620 Penrose, St. Louis, arrested on suspicion of retail theft subsequent on or about April 18 by O'Fallon police. Travis allegedly, took merchandise from Walmart, O'Fallon, being household bedding, total retail value not in excess of $300. Defendant had been previously convicted of Stealing Over $500 on April 24, 2009.

Robert C. Willett, 27, of 220 W. Monroe St., P.O. Box 240, Hecker, arrested on suspicion of aggravated driving under the influence on oar about April 18 by Cahokia police. Willett allegedly, drove a 2013 Polaris ATV on Water Street in Cahokia, while the defendant was under the influence of alcohol and during a period in which the defendant's driving privileges were suspended/revoked.

Deitrich D. Douglas, 33, of 108 N. 31st St., Belleville, arrested on suspicion of home invasion, residential burglary and domestic battery subsequent on or about April 12 by Swansea police. Douglas allegedly, entered the dwelling place of Nicole Franklin, located at 7 Rocky Drive, Swansea, knowing Nicole Franklin to be present within that dwelling place and intentionally caused injury to Nicole Franklin in that said defendant struck her in the face; knowingly entered into the dwelling place of Nicole Franklin, located at 7 Rocky Drive, Swansea, with the intent to commit theft therein; knowingly made physical contact with Nicole Franklin, a family/household member, said defendant struck Nicole Franklin in the face. Defendant had been previously convicted of Domestic Battery on April 19, 2013.

Antione L. Dunigan, 26, of 4043 Audubon Drive, East St. Louis, arrested on suspicion of robbery, domestic battery and criminal trespass to residence on or about April 17 by East St. Louis police. Dunigan allegedly, took property, a cell phone and a set of keys, from the person of Kayla Behrman, by the use of force; knowingly made physical contact with Kayla Behrman, a family/household member of the defendant, in that he pushed her; entered the residence of Kayla Behrman located at 1150 Winstanley Ave., East St. Louis.

Kenneth L. Redden, 30, of 5757 Park Lane, St. Louis, arrested on suspicion of aggravated fleeing on or about April 19 by Brooklyn police. Redden allegedly, while operating a motor vehicle, a black 2005 Pontiac G6, was given a visual signal by a police officer, Christopher Heatherly, who was in police uniform and driving a vehicle which displayed illuminated, oscillating, rotating or flashing red or blue lights which when used in conjunction with an audible horn or siren would indicate the vehicle to be an official police vehicle, directing the defendant to bring said vehicle to a stop, willfully fled or attempted to elude the police officer and than when willfully fleeing or attempting to elude the police officer, the defendant traveled at a rate of speed 32 mph over the legal speed limit.

Jramuel E. Holman Sr., 57, of 431 Gray Blvd., East St. Louis, arrested on suspicion of retail theft subsequent on or about April 17 by East St. Louis police. Holman allegedly, took merchandise from Schnuck's, East St. Louis, being a can of beer, total retail value not in excess of $300. Defendant had been previously convicted of Theft on July 14, 2010.

Stephen C. Taylor, 24, of 5922 Maple St., St. Louis, arrested on suspicion of robbery on or about April 19 by Belleville police. Taylor allegedly, took property, a purse, from the person of Tracy Kraft, by the use of force.

Michael D. Tohkubbi, 39, of 223 Meddows Lane, O'Fallon, arrested on suspicion of aggravated domestic battery, two counts of domestic battery, subsequent and unlawful restraint on or about April 19 by O'Fallon police. Tohkubbi allegedly, in committing a domestic battery, strangled Amy M. Murphy in that he placed his hands around her throat and intentionally applied pressure thereby impeding the normal breathing or circulation of blood; struck her in the face with his head; pulled her by her hair; knowingly detained her in that he would not allow her to leave the bathroom in their resident, located at 223 Meddows Lane, O'Fallon. Defendant had been previously convicted of Domestic Assault and Battery by Strangulation on July 20, 2010.

Muzette J. Barnes, 35, of 419 N. Elm St., Centralia, arrested on suspicion of retail theft on or about April 19 by O'Fallon police. Barnes allegedly, took merchandise from Walmart, 1530 W. Highway 50, O'Fallon, being baskets, shorts, shirts, bedding and other merchandise, total retail value in excess of $300.

ST. CLAIR COUNTY SHERIFF

MONDAY, APRIL 21

Zachary T. Edwards, 20, of Collinsville, arrested on suspicion of delivery of cannabis and possession of drug equipment by St. Clair County sheriff.

Roderick Kapp, 57, of Smithton, arrested on suspicion of all other criminal offenses by St. Clair County sheriff.

Antoine L. Dunigan, 26, of East St. Louis, arrested on suspicion of robbery and criminal trespass to land by East St. Louis police.

Jramuel E. Holman, 57, of East St. Louis, arrested on suspicion of two counts of retail theft by East St. Louis police.

Pete Holloway, 29, of East St. Louis, warrant arrest by East St. Louis police.

Clarence Brock, 46, of East St. Louis, warrant arrest by St. Clair County sheriff.

Travis L. Dallas, 34, of Caseyville, arrested on suspicion of retail theft by St. Clair County sheriff.

Stephen K. Anderson, multiple warrant arrest by St. Clair County sheriff.

Louis Norton Jr., 46, of Cahokia, warrant arrest by Cahokia police.

Jessica M. Bush, 36, of Columbia, warrant arrest by Belleville police.

Percy L. Felton, 27, of Swansea, warrant arrest by St. Clair County sheriff.

Stephen C. Taylor, 24, of St. Louis, arrested on suspicion of robbery by Belleville police.

Yolanda R. Travis, 37, of St. Louis, arrested on suspicion of retail theft by O'Fallon police.

Michael D. Tohkubbi, 39, of O'Fallon, arrested on suspicion of aggravated domestic battery by O'Fallon police.

Jonathan J. Parker, 26, of Belleville, multiple warrant arrest by Swansea police.

Robert W. Isom, 54, of La Center, Ky., arrested on suspicion of criminal damage to property and criminal trespass to land by Fairmont City police.

Kalvin D. Thomas, 18, of Belleville, arrested on suspicion of probation violation by St. Clair County sheriff.
