Man faces charges for alleged sex act outside woman's window

A 27-year-old man faces felony charges for allegedly engaging in a "lewd sexual act" while looking in a woman's bedroom and calling her name.

Joshua D. Brockman, of 17457 Yates Road in Grafton, faces charges of aggravated stalking, public indecency and unlawful restraint related to three separate incidents in the 500 block of California Avenue in East Alton.

Brockman allegedly stalked the woman on April 19, April 23 and May 1. After the April 23 complaint, police installed cameras and developed a plan for future complaints.

Surveillance images from the scene on May 1 depict a suspect wearing a ski mask looking into the victims' home just prior to the arrival of police, according to police. The apparent sexual act was captured on video.

During the third complaint, Madison County Sheriff Robert Hertz said deputies and police from East Alton and Bethalto were on the scene in minutes. A canine unit with the Illinois State Police was unable to locate the suspect but a suspicious vehicle belonging to Brockman was located near the victim's home.

Investigators then developed evidence directly linking Brockman to the alleged stalking, according to police. Brockman also faces a burglary charge related to allegedly stealing a purse May 1 on Stolze Lane in East Alton.
