LIST: St. Clair County legal settlements

St. Clair County has approved $3,343,864 in legal settlements in 32 agreements from Jan. 1, 2004 to May 14, 2014. The county admits no wrongdoing in the agreements, which include:

*$900,000 to a 14-year-old male who sued in federal court in 2005 alleging a guard, Thomas P. O'Donnell Jr., sexually abused him while the boy was detained at the St. Clair County Juvenile Detention Center. The settlement was finalized in 2007.

*$665,000 unevenly split between five employees of former County Clerk Bob Delaney who alleged sexual harassment, racial discrimination and other misconduct by Delaney. The settlements were finalized in December 2013.

*$500,000 to the family of Heather Kirby to drop a wrongful death lawsuit against the county. Nelson Tree Service settled with the Kirby family as well in the suit for $2,975,000. The settlement was finalized in October 2008.

*$500,000 to the family of Douglas Ault to drop a wrongful death lawsuit against the Sheriff's Department after Ault was killed in an automobile accident involving a county employee. The settlement was finalized in August 2011.

*$350,000 split between Krystal Hawkins and Samantha Pepos against the county's Juvenile Detention Center. The women alleged they were sexually abused by three correctional officers while held at the Detention Center. The settlements were finalized in April and May 2009.

*$160,000 to Mark Bartel to drop a lawsuit claiming county workers failed to prevent a motorcycle accident by placing signs warning of freshly oiled roads. The settlement was finalized in July 2012.

*$60,000 to Dottye Brazil to drop claims against the county, Sheriff's Department and Public Building Commission. The settlement was finalized in April 2007. No further information is available.

*$37,500 to Stephanie Webly to drop any legal action against the county's Intergovernmental Grants Department following a report from state investigators which concluded county officials retaliated against Webly for reporting discrimination against disabled residents. The settlement was finalized in February 2013.

*$27,800 to Lawrence T. Griffin Sr. who was involved in a car accident with an employee of St. Clair County. The settlement was finalized in April 2005.

*$25,000 to Mary Kelley who claimed a broken chair injured her while she reported for jury duty at the St. Clair County Building. The settlement was finalized March 12, 2014.

* $25,000 to James Mezo who claimed sheriff's deputies used excessive force when he was arrested. The settlement was finalized in April 2011.

*$18,000 to Kenton Bicklein who was involved in a car accident with a county employee. The settlement was finalized in April 2011.

*$15,000 to Donisha McShan in December 2004. No further information is available.

*$14,914 to Ronald D. Seneczyn to drop claims against the county and Sheriff's Department. The settlement was finalized in June 2011. No further information is available.

*$10,500 split between Floyd Robinson, Timothy J. Headrick and Myron Barber. The former inmates of St. Clair County Jail claimed conditions at the jail violated their civil rights. The settlements were finalized June 2013.

*$10,000 to XTRM Inc. to drop a lawsuit against the St. Clair County Board involving a zoning variance for property along Urbana Road. The settlement was finalized in October 2005.

*$5,500 to Michael A. Moore Sr. to drop claims of personal injuries against the Sheriff's Department. The settlement was finalized March 12, 2014. No further information is available.

*$5,300 unevenly split between Richard Miller, Kenny G. Wicks and Craig Gibson Jr. The former inmates of St. Clair County Jail alleged they were beaten by guards at the jail. The settlements were finalized in August and September 2013.

*$5,000 to Michael A. Mosley to drop lawsuit alleging he was beaten by Sheriff's Deputies. The settlement was finalized in May 2012.

*$4,000 to Reginald F. Cowan for allegedly denying him exercise based on his disability while he was detained at the St. Clair County Jail. The settlement was finalized in March 2012.

*$3,000 to Robert Williams to drop a lawsuit alleging he was beaten by guards while detained at St. Clair County Jail. The settlement was finalized in June 2010.

*$1,350 to Rosemary Edwards to drop claims involving posting of bail money. The settlement was finalized April 26, 2005. No further information is available.

*$1,000 to Jirrell Dawson to drop a lawsuit claiming Dawson was injured when sheriff's deputies pulled him out of a vehicle. The settlement was finalized in April 2012.

Note: County officials declined to release a settlement involving a minor because a judge had sealed the court files. The above settlements exclude workers' compensation claims.
