ST. CLAIR COUNTY FELONIES

WEDNESDAY, JULY 16

Eric M. Hill, 28, of 1736 N. 44th St., East St. Louis, arrested on suspicion of first degree murder on or abour July 13 by Illinois State Police. Hill allegedly, without lawful justification and with the intent to kill or do great bodily harm to Marcus Harris, shot him multiple times, thereby causing the death of Marcus Harris.

Marlo McCottrell, 46, of 424 S. 45th St., Centreville, arrested on suspicion of domestic battery on or about July 14 by Centreville police. McCottrell allegedly, in committing domestic battery, knowingly strangled the said female minor, a family/household member, in that said defendant grabbed the minor's dress and twisted it with his hands around her neck thereby impeding the normal breathing or circulation of the blood by applying pressure on teh throat or neck of the minor.

Joseph M. Baum IV, 24, of 5 S. Charles St., Lenzburg, arrested on suspicion of criminal damage to government property and resisting a police officer on or about July 13 by Marissa police. Baum allegedly, damaged, without the consent of the Village of Marissa, a black/white 2010 Ford Crown Victoria of the Marissa Police Department, while in route from Marissa to the St. Clair County Jail and throughout St. clair County, which property is supported in part with Village of Marissa, funds, said damage in excess of $500; knowingly resisted the performance of Steve Laramore and Thomas Prather of an authorized act within their official capacity, being the arrest of Joseph Baum, knowing Steve Laramore and Thomas Prather to be a peace officer engaged in the execution of their official duties, in that he refused to be handcuffed.

Eric M. Hill, 28, of 1328 N. 44th St., 1D, East St. Louis, arrested on suspicion of aggravated unlawful use of a weapon on or about June 10 by East St. Louis police. Hill allegedly, carried on his person a 9mm handgun at a time when he was not on his own land, or in his own abode, or fixed place of business, and the said defendant had not been issued a current, valid, FOID Card.

Artravis T. Suggs, 20, of 2411 Lorraine Drive, Cahokia, arrested on suspicion of aggravated unlawful use of a weapon on or about June 12 by Brooklyn police. Suggs allegedly, carried in a vehicle, a .38 caliber revolver at a time when he was not on his own land, or in his own abode, or fixed place of business, and said defendant was under 21 years of age and in possession of a handgun.

Gerald M. Whitton II, 21, of 3607 Falling Springs Road, Apt. B, Cahokia, arrested on suspicion of three counts of aggravated domestic battery and possession of methamphetamine and unlawful retraint on or about July 14 by St. Clair County sheriff. Whitton allegedly, in committing domestic battery, knowingly strangled Stephanie Tinker, a family/household member, in that said defendant placed his hands around the neck and/or throat of Stephanie Tinker and applied pressure to the neck and/or throat, thereby impeding the normal breathing of Stephanie Tinker; on June 10, punched her in the face with his fist, casing a laceration and scar; repeatedly punched her on the face, body, and extremeties causing numerous bruises; knowingly and unlawfully had in his possession less than 5 grams of a substance containing methamphetamine; knowingly and without legal authority detained Stephanie Tinker.

Fredrick V. McWherter Jr., 47, of 1216 Baker Ave., East St. Louis, arrested on suspicion of burglary on or about July 15 by East St. Louis police. McWherter allegedly, entered into a building of Velma and Solomon Hill, located at 1236 E. Broadway, East St. Louis, with the intent to commit theft therein.

Joy R. Hawthorne, 26, 1411 Gay Ave., East St. Louis, arrested on suspicion of aggravated fleeing and attempting to elude a police officer on or abour July 15 by Caseyville police. Hawthorne allegedly, while operating a motor vehicle, a maroon 2000 Acura, was given a visual signal by a police officer, Cody Wiley, who was in police uniform and driving a vehicle which displayed illuminated, oscillating, rotating or flashing red or blue lights which when used in conjunction with an audible horn or siren would indicate the vehicle to be an official police vehicle, directing the defendant to bring said maroon 2000 Acura to a stop, willfully fled or attempted to elude the police officer and that when wilfully fleeing or attempting to elude the police officer, the defendant traveled at a rate of speed 21 mph over the legal speed limit.

Tosha R. Swift, 36, of 8967 State Route 163, Millstadt, arrested on suspicion of retail theft, subsequent on or about July 15 by Cahokia police. Swift allegedly, took merchandise of Walmart, 1511 Camp Jackson Road, Cahokia, being shoes and cosmetics, total retail value not in excess of $300. Defendant had been previously convicted of Retail Theft on Sept. 19, 2005.

Deneice Morgan, 42, of 1019 Market Ave., East St. Louis, arrested on suspicion of aggravated driving under the influence and driving on suspended license on or about July 15 by Fairview Heights police. Morgan allegedly, drove a gray 2008 Infiniti on I-64 in Fairview Heights, while the defendant was under the influence of alcohol and during a period in which the defendant's driving priviliges were suspended.

Charles R. Hull, 35, of 879 East 935 Ave., Shobonier, arrested on suspicion of retail theft on or about May 1 by O'Fallon police. Hull allegedly, took merchandise from Walmart, 1530 W. Highway 50, O'Fallon, being a Samsung brand soundbar and surround sound system, total retail value in excess of $300.

Cedric L. Hill, 42, of 2525 Lincoln, St. Louis, arrested on suspicion of retail theft, subsequent on or about Sept. 9, 2012 by Belleville police. Hill allegedly, took merchandise from Walmart, 2608 Green Mount Commons Drive, Belelville, being boots, soap and deodorant, total retail value not in excess of $300. Defendant had been previously convicted of Burglary on Nov. 21, 1996.

Thomas J. Alston, 34, of 1262 Fox Ridge Court, Shiloh, arrested on suspicion of forgery on or about July 14 by Belleville police. Alston allegedly, with the intent to defraud, knowingly delivered to Associated Bank, a banking corporation, located at 100 E. Washington St., Belleville, a document apparently capable of defrauding another, in that it is purported to have been made by another, Jamorris J. Wright, check, drawn on the Regions Bank, dated July 12, payable to Thomas Alston in the amount of $800 and signed as drawer J. Wright, knowing the document to have been thus made.

Michael C. Rogers, 30, of 747 South Belt West, Room 28, Belleville arrested on suspicion of retail theft, subsequent on or abour July 11 by Belleville police. Rogers allegedly, took merchandise from Schnuck's, 5720 North belt West, Belleville, being one bottle of liquor, total retail value in excess of $300.Defendant had been previously convicted of Retail Tehft on May 27, 2009.

Raul Mavarro-Delrio, 41, of 222 Taurus Drive, Shiloh, arrested on suspicion of aggravated driving under the influence on or about March 9 by Fairmont City police. Mavarro-Delrio allegedly, drove a 2004 silver Honda on 61st and Collinsville Road in Fairmont City, while the defendant was under the influence. Defendant had been previously convicted of Driving Under the Influence on May 29, 2008 and on June 15 1993.

THURSDAY, JULY 17

Marquette C. Rockett, 32, of 122 St. Barbara Lane, Cahokia, arrested on suspicion of aggravated domestic battery and aggravated battery onor about July 16 by Cahokia police. Rockett allegedly, caused great bodilyharm to Vernon Robinson in that she stabbed Vernon Robinson about his head and shoulders with a knife; and by the use of a deadly weapon, a knife, knowingly caused bodily harm to Vernon Robinson in that she stabbed Vernon Robinson about his head and shoulders with a knife.

Mark E. Kanaske, 52, of 1743 Cherokee St., Collinsville, arrested on suspicion of failure to report a change of address on or about July 16 by St. Clair County sheriff. Kanaske allegedly, a sex offender, knowingly failed to notify registering law enforcement agency of change of address, in accordance with the provisions of the Sex Offender Registration Act, with the Sheriff of St. Clair County, within 3 days of change of his address.

FRIDAY, JULY 18

Tuo Li, 25, of 2932 S. Lyman St., Chicago, arrested on suspicion of theft and waste storage operation without a permit on or about July 16 by O'Fallon police. Li allegedly, obtained control over certain stolen property, being used cooking grease, total value in excess of $500 knowing the property to have been stolen under such circumstances as would reasonably induce said defendant to believe the property was stolen and with the intent to deprive the owner permanently of the use of the property; conducted a waste storage operation without a permit granted by the EPA.

Bo Lin, 32, of 20 Hollandia Drive, Fairview Heights, arrested on suspicion of theft and waste storage operation without a permit on or about July 16 by O'Fallon police. Lin allegedly, obtained control over certain stolen property, being used cooking grease, total value in excess of $500 knowing the property to have been stolen under such circumstances as would reasonably induce said defendant to believe the property was stolen and with the intent to deprive the owner permanently of the use of the property; conducted a waste storage operation without a permit granded by EPA.

Kentvy Wong, 30, of 6144 146th St., Flueshing, N.Y., arrested on suspicion of arrested on theft and waste storage operation without a permit on or about July 16 by O'Fallon police. Wong allegedly, obtained control over certain stolen property being used cooking grease, total value in excess of $500 knowing the property to have been stolen under such circumstances as would reasonably induce said defendant to believe the property was stolen and with the intent to deprive the owner permanently of the use of the property; conducted a waste storage operation without a permit granted by the EPA.

Carlos M. Pawnell, 37, of 1833 Central Ave., East St. Louis, arrested on suspicion of unlawful restraint and domestic battery on or about July 16 by East St. Louis police. Pawnell allegedly, detained Keeshia Foster in that he would not allow her to leave a bedroom; caused bodily harm to Keeshia Foster, a family/household member, in that said defendant punched her in her face.

Deontrus A. Gilmore, 20, of 1303 Upper Cahokia Road, Cahokia, arrested on suspicion of aggravated unlawful use of a weapon on or about July 16 by St. Clair County sheriff. Gilmore allegedly, carried in a vehicle a .32 caliber handgun at a time when he was not on his own land, or in his own abode, or fixed place of business, and said defendant has not been issued a current, valid FOID Card.

Steven L. Washington, 49, of 429 Garden St., Cahokia, arrested on suspicion of aggravated battery on or about July 18 by Cahokia police. Washington allegedly, in committing a battery, and while at the intersection of Falling Spring Road and Mildred Avenue, Cahokia, a public way, knowingly made physical contact with Eva Gloston, in that he slapped her in the face; and punched her in the face.

Robert Thomas, 45, of 4053 Mississippi Ave., #1, Cahokia, arrested on suspicion of failure to register as a sex offender by Cahokia police. Thomas allegedly, a sex offender, knowingly failed to register in accordance with the provisions of the Sex Offender Registration Act, with the Chief of Police of the City of Cahokia, within 3 days of establishing a residence within that city.

Antonio S. Sanders, 27, of homeless, O'Fallon, arrested on suspicion of failure to register as a sex offender, subsequent, from between July 9 and July 16 by O'Fallon police. Sanders allegedly, a sex offender, knowinlgy failed to provide correct information regarding the locations he stayed which is required as he lacked a fixed residence, to the Chief of Police of O'Fallon. Defendant had been previously convicted of the Sex Offender Registration Act, being Failure to Register on Feb. 19, 2014.

Alfonzo L. Jacobs, 46, of 716 St. Norbert Drive, Cahokia, arrested on suspicion of unlawful possession of a controlled substance on or about July 17 by Caseyville police. Jacobs allegedly, had in his possession less than 15 grams of a substance containing heroin.

Andropalis McClinton, 24, of Florissant, Mo., warrant arrest by Brooklyn police.
