The Fairview Heights City Council unanimously voted Tuesday to approve the mayor's appointment of the first African American to the Board of Fire and Police Commissioners.
James Coates, 74, was appointed to the three-member volunteer board to fill a seat on left vacant after Robert Simons submitted his resignation in June. Coates will serve the remainder of Simons' term, set to expire Aug. 1, 2011.
Members currently serving on the board are Dale Sauer and former Fairview Heights Mayor George Lanxon.
