Look at a street light on Juanita Place in West Belleville. Could this be an example of why the city doesn't have the money to oil and chip or do a lot of road work -- because we are always doing our work double?
The trees were planted in the late fall of 2013; the completion date of the road work was Sept. 30.

The main concern is safety. What good do the street lights do if you can't see them? Who pays to correct this mistake?
When the city is asked if some street work can be done, the first question is, "Well, is it in a TIF?"
How many roads are getting oiled and chipped and repaired in TIF 3 (the largest TIF)? How many projects get started and stop in the middle of the street? Look at this and East Belle Street.
