ST. CLAIR COUNTY FELONIES

FRIDAY, FEB. 27

Jeffrey A. Willoughby, 49, of 1102 Ruth, CAhokia, arrested on suspicion of aiding and abetting and driving on a revoked or suspended driver’s license on or about Feb. 25 by Metro East Auto Theft Task Force. Willoughby allegedly, a person not entitled to possession of said vehicle, possessed a green 1999 Ford Taurus knowing it to have been stolen; drove a green 1999 Ford Taurus at a time when defendant’s driver’s license was revoked. Defendant had been previously convicted of driving while license is revoked on Nov. 8, 2005.

Joshua M. McClung, 24, of 1007 Oak Tree Court, O’Fallon, arrested on suspicion of unlawful possession of a controlled substance and two counts of driving under the influence on or about Aug. 9, 2014 by O’Fallon police. McClung allegedly, had in his possession a substance containing oxycodone; drove a blue 1991 Ford Econoline Van on South Lincoln Avenue in O’Fallon, while there was an amount of a drug, substance or compound in his breath, blood, or urine resulting from the unlawful use or consumption of cannabis; and while the defendant was under the influence of alcohol.

Matthew Mueller, 29, of 17 Mary Drive, Fenton, Mo., arrested on suspicion of aggravated driving under the influence and driving on a revoked driver’s license on or about Jan. 15 by Caseyville police. Mueller allegedly, drove a white 1998 Ford Taurus on Interstate 64 in Caseyville, while the defendant was under the influence of alcohol; drove a white 1998 Ford Taurus on Interstate 64 in Caseyville, at a time when defendant’s driver’s license was revoked. Defendant had previously committed the offense of driving while intoxicated on Jan. 22, 2011 and driving while intoxicated on July 29, 2012.

Genova J. Phillips, 20, of 3282 Cross Keys, 4, St. Louis, arrested on suspicion of two counts of forgery on or about Feb. 25 by O’Fallon police. Phillips allegedly, with the intent to defraud, knowingly delivered to Navy Federal Credit Union, a banking institution, located at 1140 Central Park Drive, O’Fallon, a document apparently capable of defrauding another, in that it was purported to have been made by another, Royisha West, said document being a check, drawn on the Academy Bank, dated Feb. 25, 2015, payable to Devin Bess, in the amount of $1,000 and singed as drawer Royisha West, knowing the document to have been thus made; with the intent to defraud, knowingly delivered to Navy Federal Credit Union, a banking institution, located at 1140 Central Park Drive, O’Fallon, a document apparently capable of defrauding another, in that it was purported to have been made by another, Royisha West, said document being a check, drawn on the Academy Bank, dated Feb. 25, payable to Devin Bess in the amount of $1,500 and signed as drawer Royisha West, knowing the document to have been thus made.
