22-year-old man found shot to death in car in East St. Louis

A 22-year-old man was shot to death and a second man was found at the same crime scene with multiple gunshot wounds early Sunday morning, police say.

Authorities identified the deceased man as Phillip S. Smith. The second man’s name was not released.

East St. Louis Police Capt. Bobby Cole said Smith was found dead in the driver’s seat of a red Chrysler, with multiple gunshot wounds.

According to East St. Louis Police Chief Michael Hubbard, the second man, 20, was found in the passenger’s seat, shot multiple times. He was taken to an undisclosed hospital.

Police received a call at 2:22 a.m. Sunday reporting shots fired and a man down at the 1100 block of Division Ave. at the Norman E. Owens Housing Complex, Cole said.

St. Clair County Coroner Calvin Dye Sr. said Smith was found in the vehicle outside of Building L.

Cortez Slack, East St. Louis Housing Authority chief of public safety, said the two people who were shot did not live at the housing complex, but were there dropping off a visitor.

Slack said housing authority officers had seen the red Chrysler where Smith and his passenger were found about 20 minutes prior to the shooting. However, a motive for the shooting is unknown.

No one has been arrested so far.
