A new discount grocery store has opened in Highland.
Construction that started in late fall wrapped up last week, allowing Ruler Foods to open in the Northtown Shopping Center.
The store is part of Kroger’s JayC Food Stores operation. The Ruler format offers “very low pricing on quality products” with a strong emphasis on the Kroger brand. However, the store will also offer national brands, as well as fresh meat and produce.
To keep overhead low, customers at Ruler stores bag their own groceries and “rent” a shopping cart for 25 cents, which is returned when the cart is returned, similar to Aldi stores.
The new grocery store meant some rearranging of other commerce in the Northtown Center had to be done. The Glik’s Outlet store closed. The regular Glik’s store moved to another location in the strip mall, with Ruler Foods now in the old Glik’s location. Glik’s owns the strip mall.
Ruler Foods is expected employ from 15 to 20 people, all of those being part-time, with the exception of managers, the company had said previously.
The Highland store is the third Ruler Foods in the metro-east. The other stores are in Belleville and Collinsville.
It will be the fourth grocery store in the Highland, which also has Highland’s Tru-Buy, Schuette’s SuperValu and Walmart. Highland also has a produce stand, St. Morgan Produce, and a meat locker, Korte Meat Processing.
