Gee, apparently the news media doesn’t get it. Any correspondence that comes over the wire could be construed as confidential. The only classified information should be secret(s) or top secret(s) as determined by the sender.
When I was on active duty in the U.S. Army, “confidential” was treated as just another piece of correspondence — it was never logged in. Only secret, top secret, ultra top secret as well as top secret NORFORN (no foreign national eyes) were ever logged in.
You can believe me, I saw a lot of classified information in the years with the 414th Signal Company, Fort Meade, Md. and on temporary duty in 1972 at Fort Bragg, N.C. exercise communications center.
