Referendum needs rewording

An article March 12 in the O’Fallon Progress stated that the wording of the proposed referendum is: “Shall the city of O’Fallon consider only a lease and not a sale of the municipal owned water and wastewater systems and related assets.” That implies that if you vote “no” to lease the systems, you would prefer that the city sell the assets, which may not be what you want. Perhaps the referendum should be amended to read: “Should the city of O’Fallon consider:

a) Lease of the municipal owned water and wastewater systems.

b) Sale of the municipal owned water and wastewater systems.

c) Retention of the municipal owned water and wastewater systems ownership.

The problem that I have with leasing the systems is that after the lease period, the systems will return to city control, and the city would have to purchase new equipment and do repairs or upgrades that may have been relaxed during the last years of the lease.
