The Democratic majority trying to pass a budget with a $4 billion shortfall is working steadily and hard fast in trying to get Gov. Rauner to be their scapegoat.
The Illinois House and Senate have a Democratic veto-proof super majority. The legislature is responsible for appropriations. As this is the case, even though it’s clearly fiscal insanity to budget for $4 billion more than that which is available, the legislature can pass the appropriation bills without Gov. Rauner’s blessing.
If there is a shutdown of the state and interruption of services, no one can be blamed but the majority party in the legislature who fails to pass a budget. The Democrats simply want Gov. Rauner to take part in their fiscal insanity, and approve a budget that is $4 billion short, so that when the ship sinks and they need to cut services and increase taxes, they’ll have someone to blame.
With all of this nonsense, no wonder that 2014 was an Illinois record for residents moving to another state.
