Whiteside District violates state school code

The Whiteside School District is currently in violation of Section 10-17 of the Illinois School Code, which requires a school district to publish an annual financial report in a local publication by Dec. 1 after the end of the school year.

When I requested a copy of proof of publication for the school year ended June 30, 2014, I was informed by the superintendent that the district did not publish a report. Is the superintendent so uninformed that she does not understand that the district is in violation of the Illinois School Code?

The superintendent continues to display a level of incompetence which would not be tolerated in a business environment. Why does the school board continue to allow the superintendent to violate the Illinois School Code? This is not the only example of the superintendent’s mismanagement.

The audit of the district’s financial statement was finally completed July 5, 2015, more than 12 months after the end of the school year. How could it take the auditors more than 12 months to complete their audit?

The audit for the past four years has been reporting that the district’s cash accounts were not being reconciled. The auditors reported in each of the audits for the last four years that the superintendent would correct this “material weakness in accounting control.” She has had four years to fix this problem.

How much longer does she need ot fix a problem which is easy to fix. Reconcile the bank account.
