A 30-year-old Florida man traveled to Troy to meet with a 13-year-old girl he had been talking with on the internet, according to court documents.
Persecutors charged Emmanuel D. Abdon on Jan. 16 with four felonies that allege Abdon traveled to Troy to solicit sex from the 13-year-old and requested online that she perform oral sex on him and engage in sexual intercourse.
The man is accused of repeatedly targeting the girl for sex, communicating with her on Snapchat and through text messages.
Troy Police Chief Brad Parsons said the girl’s friend was there the first time Abdon visited the girl at her home, and she felt uncomfortable. She took photos of Abdon and his car and told her mother, who notified police. Abdon was arrested when he returned to the girl’s home.

Police don’t suspect Abdon had any sexual contact with the girl, but they believe he was intending to, Parsons said. He told police he had feelings for the girl and traveled to Troy from Florida to meet up with her.
U.S. Immigration also got involved with the case, as Abdon is a legal Haitian immigrant and is not a U.S. citizen, Parsons said. Federal charges may also be a possibility.
“I’m impressed with her friend; she probably saved her a lot of heartache, if not her life, by bringing it forward,” Parsons said. “Parents have to communicate with their kids, and make sure they know what’s going on.”
Abdon was in the Madison County Jail as of Wednesday night on $500,000 bail. He faces charges of traveling to meet a minor, grooming and two counts of indecent solicitation of a child.
