St. Clair County had 221 fewer employees in 2017 than it had in 2011, but the total payroll remained relatively flat at $40.2 million last year.

The highest-paid employee in 2017 at $164,502 was St. Clair County State’s Attorney Brendan Kelly. No. 2 was County Administrator Debra Moore at $148,943.

No. 3 was MidAmerica Airport Director Tim Cantwell at $146,687. That does not include the $23,608 performance award he was granted Jan. 18.

St. Clair, Madison and Monroe counties all responded to Illinois Freedom of Information Act requests for 2017 employee salaries. Belleville and Swansea are also included.

More local governments will be added to the BND’s public salary database as they are received.
