The highest earner in Fairview Heights in 2019, the latest figures available, was Chief of Police Christopher Locke, who was paid $122,029 according to records provided to the BND from the city through a Freedom of Information Act request.

Locke has worked at the Fairview Heights Police Department since 1994 and was promoted to chief of police in 2018.

Deputy Chief of Police and Emergency Management Director Charles Beyersdorfer III was the second-highest earner employed by the city, bringing in $118,194, the records show.

Beyersdorfer was promoted to deputy chief in 2019 after serving as a lieutenant for six years at the department.

The city’s third highest-paid employee was Paul Ellis, director of economic development. Ellis was third on the list with a salary of $115,555.

The fourth highest paid employee was Police Sgt. Jeffrey Peel and the fifth highest paid was Lt. David Kitley.

Mayor Mark Kupsky earned $21,600 in 2019 and each of the city’s aldermen were paid $9,600.

The BND’s Public Pay Database goes back to 2011 with information obtained through Freedom of Information Act requests. The salary information does not always include insurance or benefits. Some records include detailed information on overtime and other pay, while for some districts that information was not readily available.

The database includes worker compensation in most local governments, including cities, counties, townships, school districts and local colleges and universities. More pay records will be added as the BND receives salary data through open records requests.
