Salaries and wages of Alton employees added to BND Public Pay Database
The salaries and wages of Alton employees for 2020 have been added to the Belleville News-Democrat’s Public Pay Database.

The highest earner in 2020, the latest figures available, was Fire Chief Jesse Jemison, who was paid $109,842, according to records provided to the BND through a Freedom of Information Act request.
Jemison was named chief in 2019 after former Chief Bernie Sebold retired after 24 years with the department. Jemison has been with the fire department for almost 30 years and formerly served as deputy chief.
Alton Chief of Police Marcos Pulido was the second-highest earner at $107,914, the records show. Pulido was named chief in early 2020, replacing Jason Simmons.
Pulido has been with the department for more than 20 years.
John Franke, a captain with the Alton Police Department, was third on the list with a salary of $106,383.
The fourth-highest earner was Deputy Fire Chief Robert Franke who earned $104,141. The fifth-highest was Seth Stinnett, a lieutenant with the police department, who earned $102,467.
The BND’s Public Pay Database goes back to 2011 with information obtained through Freedom of Information Act requests. The salary information does not always include insurance or benefits. Some records include detailed information on overtime and other pay, while for some districts that information was not readily available.
The database includes worker compensation in most local governments, including cities, counties, townships, school districts and local colleges and universities. More pay records will be added as the BND receives salary data through open records requests.
