Salaries and wages of East St. Louis School District employees added to Public Pay Database

The salaries and wages of East St. Louis School District employees for 2020 have been added to the Belleville News-Democrat’s Public Pay Database.

The highest earner in 2020, the latest figures available, was District Superintendent Arthur Culver, who was paid $266,794, according to records provided to the BND from the school district through a Freedom of Information Act request.

Culver has been the district’s superintendent since 2011 and has worked in public education as a teacher and educator for more than 30 years, including nine years as Champaign Community Unit School District superintendent in Champaign, Illinois.

Chief Human Resource Officer Tina Frye was the second-highest earner, bringing in $155,069, the records show.

Chief School Business Official Sherry Reynolds Whittaker was third on the list with a salary of $153,030.

The fourth-highest earner at the district was former East St. Louis Senior High School Principal Justin Moore, who earned $141,102 in 2020. The fifth-highest earner was Keisa Garret, the school district’s chief of schools, who earned $131,839.

The BND’s Public Pay Database goes back to 2011 with information obtained through Freedom of Information Act requests. The salary information does not always include insurance or benefits. Some records include detailed information on overtime and other pay, while for some districts that information was not readily available.

The database includes worker compensation in most local governments, including cities, counties, townships, school districts and local colleges and universities. More pay records will be added as the BND receives salary data through open records requests.
