Twenty-two Belleville city government workers earned at least $100,000 last fiscal year

The salaries and wages of Belleville city employees have been added to the Belleville News-Democrat’s Public Pay Database.

The highest earner in Belleville was Police Chief Bill Clay, who was paid $129,281.48 in total wages, according to records provided to the BND through a Freedom of Information Act request for the latest annual figures available.

The salaries are for the 2020-21 fiscal year that ended on April 30.

Belleville had 22 employees who earned $100,000 or more in this fiscal year. This is up from 10 years ago when two employees earned over $100,000.

City Attorney Garrett Hoerner was the second-highest earner in Belleville, bringing in $125,913.58, the records show.

Matthew Eiskant was third with total wages of $123,412.79. Eiskant served as assistant police chief.

The fourth highest earner was David Zahn, with $120,795.13 in total wages as deputy fire chief.

The fifth-highest earner was Tom Pour, who earned $115,026.53 as fire chief. Pour has since retired from the city.

Zahn’s base pay was $103,442.04 while Pour’s base pay was 114,863.32. However Zahn’s total wages pushed him ahead of Pour because he earned $17,353.09 in other pay, including $10,075.13 as a payout for compensatory time he accrued in place of overtime and $4,426.31 for overtime.

The BND’s Public Pay Database goes back to 2011 with information obtained through Freedom of Information Act requests and public filings. The salary information does not always include insurance or benefits. Some records include detailed information on overtime and other pay, while for some districts that information was not readily available.

The database includes compensation for employees in most area governments, including cities, counties, townships, school districts and public colleges and universities. More pay records will be added as the BND receives salary data through open records requests.
