Salaries, wages for SWIC employees added to BND Public Pay Database
The salaries and wages of Southwestern Illinois College employees have been added to the Belleville News-Democrat’s Public Pay Database.

The community college had 10 employees who earned $100,000 or more in the 2020-21 fiscal year that ended on June 30.
The highest earner was President Nick Mance, who was paid $198,515.04 in total wages, according to records provided to the BND through a Freedom of Information Act request for the latest annual figures available.
Gina Segobiano, the chief academic officer, was the second-highest earner at the college, bringing in $149,500.08, the records show.
Linda Andres, the director of information technology, was third with total wages of $127,294.08.
The fourth highest earner was Bradley Sparks with $124,999.92 in total wages. Sparks is the dean of technical education and workforce development.
The fifth-highest earner was Mary Ruettgers with $123,791.59 for serving as dean of arts and sciences.
The college has campuses in Belleville, Granite City and Red Bud.

Garrett Hoerner is the board-appointed attorney for the college but he is not considered an employee of the college so he was not included in the records released, a college spokesman said. The News-Democrat has filed a separate records request for the amount paid to Hoerner, who also serves as the city attorney for Belleville.

The BND’s Public Pay Database goes back to 2011 with information primarily obtained through Freedom of Information Act requests and public filings. The salary information does not always include insurance or benefits. Some records include detailed information on overtime and other pay, while for some districts that information was not readily available.
The database includes compensation for employees in most area governments, including cities, counties, townships, school districts and public colleges and universities. More pay records will be added as the BND receives salary data through open records requests.
