Police investigating murder of East St. Louis man

A 26-year-old East St. Louis man was shot and killed at the Orr Weathers housing complex Wednesday morning. Police were called to the building at 1400 Missouri Ave. at 10:47 a.m. after someone shot Xavier Mosley, Illinois State Police Master Sgt. Matt Weller said.

Illinois State Police agents are assisting the East St. Louis Department with the investigation.

Weller said police have not established a motive for the murder. He said there is no evidence, so far, that indicates there was any kind of altercation before the shooting.

“We are following up on leads at this time. We do not have a suspect or any suspects identified at this time,” Weller said.

He said no other details could be released at this time. “We have an active investigation going on,” he said.

When police arrived on scene, they found Mosley between buildings D1 and E2. He had been shot multiple times, East St. Louis Police Chief Michael Hubbard said. Mosley was pronounced dead at the scene, he said. No weapon was recovered, Hubbard said.

Cortez Slack, chief of East St. Louis Housing Authority public safety, said Mosley was a resident there. The D1 building contains all single apartments. “He has only been in the unit since the end of September,” Slack said. “We’re working hand-in-hand with the investigators since the shooting occurred.”
