Off-duty refinery employee found dead, investigated as suicide

A death investigation carried out by the Madison County coroner’s office earlier Monday at the Phillips 66 refinery in Roxana is being reported as a suicide.

Madison County Coroner Stephen P. Nonn said in a press release that a 45-year-old off-duty refinery employee took his own life. The man was identified as Paul M. Scroggins of Wood River.

Scroggins was discovered by a passing truck driver Monday morning on Heavy Haul Road at “L” Street on the refinery property, according to Nonn. He was pronounced dead at the scene by Investigator Shane P. Liley at 8:25 a.m. Monday.

Nonn said there was no inital indication of foul play. Investigative interviews indicated that the decedent had been suffering personal problems in recent days. Toxicology testing for the presence of alcohol and drugs remains pending.

The Roxana Police Department and Illinois State Police Crime Scene Services assisted in the investigation.

Funeral arrangements remain pending and are under the direction of Paynic Home for Funerals in East Alton.
